SUBJECT: NWP3 and WQC # 3687 request in order to place riprap in Deep Creek, an
impounded tributary to Roanoke Rapids Lake, to stop scour under and around footing
of Bridge 86 as well as add riprap around the entire bent and on stream bank slopes
underneath bridge on SR 1400 (Thelma Road) in Halifax County, NC.
Dear Sirs:
The North Carolina Department of Transportation (NCDOT) proposes to fill in a sizable
scour hole occurring under and adjacent to bent 1 of Deep Creek Bridge 86. As well as
surround entire bent with riprap to prevent further scour and finally add riprap to failing
concrete slope underneath bridge- This activity proposes to permanently impact a total of
0.02 areas of open water. The NCDOT anticipates that this stabilization activity will be
authorized under an USACE Nationwide Permit 3 (NWP 3) and a NCDWQ General
Water Quality Certificate # 3687 (NWP 3).
No sites eligible for listing on the National Register occur within the area of potential
effect. This project will not affect listed or eligible historic properties.
MINIMIZATION INFORMATION
Impacts will be minimized by strict enforcement of Best Management Practices for the
protection of surface waters and wetlands, plus all work will be performed from a barge.

woodlands.

The bridge spanning Deep Creek has an outside to outside width of 34 feet.
3d. Explain the purpose of the proposed project
The purpose of the proposed project is to fill and stabilize an existing scour hole that is undermining Bent 1, add some
riprap around footing and to fill and stable the failing concrete slope protection around the western end of the bridge.
3e. Describe the overall project in detail, including the type of equipment to be used:
Deep Creek is an impounded tributary to Roanoke Rapids Lake. Water depth at the bridge is approximately 15' with
some current and limited visibility, depending on lake levels, wind conditions, etc. Due to those conditions, combined with
a narrow bridgehoadway, NMOT proposes to do all work from a barge that wig be towed to the site. A skidsteer type
piece of equipment (i.e.'Bobcar) will be used to offload approximately 48 cubic yards of riprap from the barge deck into
the scour hole (26' X 1(Y X 4' deep) and around footing. A diver(s) will be observing the operation underwater to ensure
that the scour hale is filled property without unduly distributing riprap onto the surrounding undisturbed bottom. The
concrete slope protection will also be armored with riprap from the base up to a point between the ordinary high water
mark and the base of the bridge deck on the western end which will be approximately another 10 cubic yards. The total
estimated additional riprap needed will be 58 cubic yards.

During the design phase aftematives to the applicant preferred measure were considered. The only viable alternative to that
proposed is to replace the existing substructure. Drawbacks to this option are a lengthy bridge closure and a significant
increase in construction costs.

In an effort to minimize impacts, NCDOT proposes to limit the placement of riprap to those areas of the existing scour hole,
the adjacent bent and the concrete slope protection where it will be effective in preventing the substructure from being
undermined further orfailing outright. A diver or divers famiTiarwith bridge construction, engineering, and maintenance
practices will be in the water to observe the placement of the rgrrap and ensure that it is deposited accurately.
