Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
Tarboro received an A to C for 5 MGD in 1988. Plant was upgraded to 5 MGD in 1990, although
the average flow for the past year has been 1.9 MGD. Compliance data indicate no violations in
the past 2 years. The facility has been passing its toxicity test for the past three years.
Instream data indicate D.O.'s < 5 mg/I above and below the discharge (Rocky Mount is upstream).
Tarboro is not part of the Tar Pam Basin Association. The facility was already permitted for 5
MGD before the Nutrient Strategy was devised, so no nutrient limits are given at this time. More
stringent controls on nutrient inputs may be required after Phase I of the strategy has been
completed. More stringent controls on other limits may also be required after completion of the
basinwide model for the Tar River Basin.

CHRONIC TOXICITY PASS/FAIL PERMIT LIMIT (QRTRLY)
The effluent -discharge shall at no time exhibit chronic toxicity using test procedures outlined in:
1.) The North Carolina Ceriodaphnia chronic effluent bioassay procedure {North Carolina Chronic Bioassay
Procedure - Revised *September 1989) or subsequent versions.
The effluent concentration al which there may be no observable inhibition of reproduction or significant mortality
� % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform
auane & monitoring using this procedure to establish compliance with the permit condition. The first test will be
performed after thirty days from the effective date of this permit during the months of

All toxicity testing results required as part'of this permit condition will be entered on the Effluent Discharge
Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B.

Test data shall be complete and accurate and include all supporting chemical/physical measurements ty
association with the toxicity tests, as well'as all dose/%sponse data. Total residual chlorine of the efflpuent t med
'n sample must be measured and reported if chlorine is employed for disinfection of the waste stream.
Should any single quarterly monitoring indicate a failure to meet

Should any test data from this monitoring requirement or tests performed by the North Carolina Division of
Environmental Management indicate potential impacts to the receiving strewn, this permit may be re -opened and
modified to include alternate monitoring requirements or limits.

and TN to 4 mg/1 (summer) and 8 mg/l (winter). Less stringent
permit limitations may be obtained ifffset by nutrient -reduction
trading based upon $62/kg/yr. If a facoility chooses to
utilize the NPS trading option, with less stringent permit
limitations, a one-time up -front payment must be made to the
nutrient -reduction trading fund prior to permit issuance. This
payment will be calculated as follows:
BMP payment ($) = New Design Flow (MGD) x Excess Nutrients
(mg/1) x $62/kg/yr x Conversion Factor,

treatment plant capacity shall not be considered "new" within the
meaning of this section.

The Secretary of the Department of Environment, Health and
Natural Resources may appoint a Tar -Pamlico Ad -hoc Advisory
Committee to address nonpoint source and related water quality
issues within the Tar -Pamlico Basin.

_. The Committee shall include (among others):
(1) municipal and industrial dischargers,
(2) counties,
(3) Soil and Water Conservation Districts,
(4) environmental groups,
(5) DEM and DSWC representatives,
(6) appropriate representatives of the N.C. Agricultural
Task Force, and
(7) other state agencies.
