The only agency that can make a determination is a wetland is isolated is the EPA. The Corps works on their behalf as far
as field visits and documentation, but the final call can only be made by them. I will have to set up a site visit to review
the feature, then pass my determination and field notes to my supervisor for review and then it goes to the EPA for final
review. Just so you are aware it is typically not a quick process, that is why the JD information has to be sent to the Corps
as soon as possible to get the process started. I understand that you are under a time crunch so here are the two paths
forward. Either submit a permit to impact the wetland feature to the Corps as if it was a jurisdictional feature and pay
mitigation for the wetland impacts, and the Corps will have 45 days to process the application. Or wait for a site visit and
required documentation from the Corps and EPA and move forward with the State's permit. I will let you know that may
also take time as I have just received the JD request and I likely cannot get out to the site until potentially February at
the earliest. Even after that it will still need to be reviewed by my supervisor and EPA before I can give you their
determination. Please let me know how you would like to move forward.

Good afternoon Rachel,
John Perrine in my office has got me up to speed with his past communications with Robb Mairs and recent
communication with you. I am desperately needing your help here with the One Harbor Church project, and an impact
to fill a 0.105 acre isolated wetland. The 2.8 acre site is located in Swansboro at 820 Main Street Extension (right next to
the Town's park). Please see the attached PCN Application and Impact Map for processing. This was submitted just to
the 401 group back before Thanksgiving (see attached LOT by John) along with other site permits, and the church has
since locked in site and building contractors and obtained Erosion Control approval to start clearing. They were hoping
to start clearing in the next couple weeks as they have an aggressive construction timeline overall with the building.
Please let me know what I can do to help get this impact permit issued as soon as humanly possible (ASAHP). As always,
I appreciate your help. I also apologize for the sense of urgency, but I am stuck in a tough spot with helping the church
get started and lacking a permit that should have been taken care of months ago. Haywood is copied here, and will be
sending his JD items shortly.
