Good afternoon David.
In response to your PCN Application review comments for Glencoe Mill — Napper House Parking Project (SAW-2019-
000947), please see the attached impact maps that provide the additional information you requested per your comment
1 below. I attempted to attach these impact maps to the original PCN submittal, but somehow they were not included
in the package you received per DWR's Laserfiche documents. This same issue happened on another PCN application of
ours around the same time, so I believe this may have been a computer issue that resulted in failed uploads to the
application portal. Regardless, let me know if you need any additional information from us to address your comment 1.
Regarding your review comment 2, see the attached Certificate of Appropriateness, issued by the City of Burlington
Historic Preservation Commission last Monday, January 13, 2020. Please advise if this will suffice to address concerns
expressed the NC Department of Natural and Cultural Resources per their letter issued December 12, 2019.
Do not hesitate to contact me with any questions, or if you need any additional information from us in order to issue
your permit.
Also, please change the applicant's email address to: cehrfurth@hedgehogholdings.com for future
correspondence. Carrie Ehrfurth, the Applicant, is copied on this email to confirm if necessary.
Thank you,

Scott,
Thank you for your PCN and attached information, dated 11/4/2019, for the above referenced project. I have reviewed
the information and need clarification before proceeding with verifying the use of Nationwide Permit 39 <http://saw-
reg.usace.army.mil/NWP2017/2017NWP39.pdf>. Please submit the requested information below (via e-mail is fine)
within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide Permit or
consider your application withdrawn and close the file:
1) The PCN references 0.001 acre of proposed wetland impacts for the project, however the project plans included
with the PCN do not show the wetland areas verified during the 5/29/2019 site visit. Further, the plans do not
show the footprint of the proposed wetland impact. Please add the wetland polygons to the plans, and provide
shading or other indication that clearly depicts the footprint of the proposed wetland impacts.
2) Given that the proposed project activities occur within a National Register of Historic Places boundary, I have
initiated informal consultation with the State Historic Preservation Office; they require up to 30 days to respond
to our coordination request. Please note that I cannot verify the use of any Nationwide Permit until consultation
pertaining to Section 106 of the National Historic Preservation Act is complete.
Please let me know if you have any questions.
