Dear Mr. Patterson:
The Pretreatment, Emergency Response and Collection Systems (PERCS) Unit of the Division of Water
Resources has reviewed the request to drop the following industry from the list of significant industrial
users (SIUs) for the City of Burlington, East Burlington WWTP (NPDES #: NC0023868). The drop request
was received by the Division on January 7, 2020.

0003 Carolina Dyeing and Finishing, LLC
The review indicates that the SIU has ceased operation and thus no longer meet the definition of a SIU.
Therefore, the SIU drop request is approved based on compliance with 15 NCAC 2H .0907(b) and .0903(b)
(33). The SIU list which is part of your approved pretreatment program is hereby modified.
Federal and State pretreatment regulations require the local delegated pretreatment program to
effectively control and document the discharge of wastewater from Significant/Categorical Industrial
Users to the POTW. It is the POTW's responsibility to ensure that these objectives are consistently met.
