Hi Cindy,
I apologize if we already discussed any of this in a phone conversation regarding the dredging of Winston Lake.
I have limited experience with hydraulic dredging, does it create much turbidity within the lake? I need to ensure that
downstream water quality standards will be met during the dredging activity, including turbidity requirements.
Could you please provide an overview analysis of the watershed draining to the lake, specifically if there are any
industrial areas that may pose concern for pollutants to be within the lake sediments. I'm attaching the Inland Dredging
Manual which is an older document but may provide you with some basic info of what we're looking for (Tier 1
analysis).
You may also need to touch base with the Division of Waste Management regarding beneficial use of the dredge
material and whether any sampling will be required in accordance with 15A NCAC 13B .0562. if you have any questions

Narrative for Preconstruction Notification
Winston Lake Hydraulic Dredging Project
The City of Winston-Salem owns and maintains Winston Lake within one of its
City parks. An aquatic center was constructed in the park in 2018. Additional park
improvements in the area of the lake are planned as Phase 2. New and improved
replacements of the existing picnic shelter, restrooms and dock will be part of the
project. As part of the improvements, the City also proposes to have accumulated
sediments in upper areas of the lake removed using hydraulic dredging. The
removed materials are to be pumped into geotextile tubes set up either on paved
areas near the lake or, with the use of an added booster pump, to higher areas up on
the City's driving range as shown on the plans. We do not expect the dredging to
cause high turbidity levels in the lake since the sediments will be removed from the
bottom up, using equipment somewhat like a horizontal auger rotating through the
sediment, with the pump pulling materials into the tubes as it is being disturbed.
Silt fence and other appropriate erosion control measures will be installed on
downgradient sides of the geotextile storage areas. All drainage from the geotextile
tubes will be routed back to the lake in plastic -lined swales or channels, through an
existing pipe under the road and parking area, and then across an existing swale,
which is also to be protected with a liner. The geotextile tubes are to be stored in
place for up to 60 days to allow for sufficient drying of the materials. The geotextile
tubes on the driving range will be opened and the materials re -graded to the extent
necessary to re-establish satisfactory topography. Any materials stored on paved
areas will need to be relocated up to the driving range and included in the re -grading
effort.
The volume of sediment to be removed from the lake is dependent on the
contractor unit price bids and the City's project budget. A final grading plan for the
driving range will be developed after the sediment quantity is better determined.
Erosion control protection measures will remain in place until final grading has been
done and adequate vegetative cover is established.

TIER 1 ASSESSMENT INFORMATION
Per request from NCDEQ in review for a Water Quality Certification for the proposed
dredging, JEWELL-LJB reviewed available information about the sediments and the
watershed. The following characteristics of the watershed, the sediment placement
area, and the sediment composition are offered as indications that no testing is
needed for the proposed project:
1. Sediment composition: Although we have not had the lake sediment
specifically tested for composition, it was tested for potential consolidation so
that the dredging contractor would be able to estimate the volume of dried
sediment as compared to dredged sediment. Several sediment samples were
removed and dried in filter bags over 4 days. The consolidation rate was only
84%, which is indicative of a surprisingly high sand content relative to what is
generally observed in lakes in the piedmont. Sediment with a lot of clay will
have considerably higher shrinkage rates over the four day testing period.
2. Sources of contaminants: There are no permitted wastewater discharges
within the watershed. The aerial photography also does not indicate any
active industrial sites within the watershed. The only stormwater NPDES
permit holder in the watershed is Discount Auto Parts on New Walkertown
Road. We also reviewed the NCDEQ information on hazardous sites. The
only active hazardous site is the Forsyth County Schools maintenance garage
along the ridge line between the Winston Lake watershed and the adjacent
one. Most if not all of the underground storage tanks at this site seem to be
located on the far side of the ridge outside of the Winston Lake watershed.
There is one inactive hazardous waste site within the watershed at the former
site of Chemcraft/Sandolin Paint Products. It is ranked 414 on the NCDEQ
priority list of about 515 inactive hazardous waste sites. There are three
registered underground storage tanks in the watershed, and reports of several
underground or above -ground storage tank incidents scattered around the
watershed. None of these sites are in close proximity to Winston Lake.
Overall, most of the watershed is either single-family residential or remains
undeveloped.

3. Discharge site: The removed sediments are to be placed on property in close
proximity to the lake in an area that will drain overland back to the lake or
through a short reach of stream down to the lake. Runoff and interstitial flows
from the sediment placement area will be directed back into the lake, with any
suspended sediments likely winding up back in the upper areas of the lake.
No uses of the sediment placement area are proposed other than continued
operation as a driving range for the municipal golf course.
