Dear Sir:
On January 16, 2020, Brian Lambe from the Wilmington Regional Office of the Division of Energy,
Mineral, and Land Resources (DEMLR), conducted a compliance evaluation inspection for USCG SFO FT
MACON located in Atlantic Beach, Carteret County, North Carolina. The site drains to Fort Macon Creek,
which is currently classified as Class SA HOW Waters in the White Oak River Basin.
The following observations were noted during the DEMLR inspection (please see the attached
addendum for additional information about your permit):
1) Stormwater Pollution Prevention Plan (SPPP)
A Stormwater Pollution Prevention Plan (SPPP) has been developed, recorded, and properly
implemented.

Inspection Summary:
The samples are pulled from a pipe that is underwater 14 hours a day. The pipe receives flow from an underground settling
container, from a grated Swale. The solids are filtered out by a sock in the Swale. The yard is very clean with no visible
staining from contaminants. Concentration of the stormwater in the collection device may be raising the sampling results,
but that is only a theory. The sampling results do not represent the efforts of the facility to keep stormwater from being
contaminated.
The facility has requested relief of the tier response required by permit. Consideration of the facility condition warrants relief
for Copper and Zinc. However, as an arbitrary checkpoint, if samples measure at unreasonable levels, exceeding all time
highs for the facility, you must contact this office immediately. Please refer to 06/24/2016 sampling report. The relief of the
tier system only extends to the end of he permit period.
The permit period is coming to an end. Renewal is handled by the state. You do not need to do anything form your permit to
be renewed. You will be notified if there are any changes to the permit.
The facility does need to address the power -washing of the boats. The current SOP is to pump and haul to a facility that can
handle the waste. A recycle system may prove to be more viable an option over the long term. Please reevaluate.
