The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which them may be no observable inhibition of reproduction or significant mortality is jZ % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from the effective date of this permit during the months of MAC ,?flilf AV Arc . Effluent sampling for this testing shall be performed at the NPDES permitted final effluent discharge below all treatment processes. All toxicity testing results required as part of this permit condition will be entered on the Effluent Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter code TGP3B. Additionally, DEM Form AT-1(original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management 4401 Reedy Creek Road Raleigh, N.C. 27607-6445 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data. Total residual chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for disinfection of the waste stream. Should any single quarterly monitoring indicate a failure to meet specified limits, then monthly monitoring will begin immediately until such time that a single test is passed. Upon passing, this monthly test requirement will revert to quarterly in the months specified above. ,Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control organism survival and appropriate environmental controls, shall constitute an invalid test and will require immediate retesting(within 30 days of initial monitoring event). Failure to submit suitable test results will constitute noncompliance with monitoring requirements. 7Q10 '?b cfs Permitted Flow 4, o MGD Recommended by: IWC% sa Basin & Sub -basin ;5XP 02 Receiving Stream1 C/tc% County hi-l d ate /t 9 Z QCLR Version 9191 State of North Carolina Department.of Environment, Health, and Natural Resources Asheville Regional Office James G. A copy of those limitations is attached. The fecal coliform limit change is due to a more restrictive water quality standard which became effective on October 1, 1989. Changes in chromium, lead, and toxicity limitations are due to new stream data revealing slightly higher flow in the receiving stream. New pretreatment data are responsible for modifications of requirements for cadmium, nickel, zinc, cyanide, mercury, and silver. Monitoring for chlorides was added because of the relationship between toxicity and chloride levels. The tetrachloroethylene monitoring requirement was added as a result of data available. from the Environmental Defense Fund. Current self -monitoring information reveals that the. Town of Spindale would be unable to meet the proposed limitation for cyanide at either Hollands Creek or Catheys Creek. Please .contact me at your earliest convenience so that we may discuss ways in which to address the cyanide situation. Page 3 Bill Penson October 26, 1992 Your attention to these matters is appreciated. Phone me at telephone 704-251-6208 if there are questions concerning the proposed wastewater discharge -permit. The North Carolina Ceriodaphnia chronic effluent bioassay procedure (North Carolina Chronic Bioassay Procedure - Revised *September 1989) or subsequent versions. The effluent concentration at which there may be no observable inhibition of reproduction or significant mortality is % (defined as treatment two in the North Carolina procedure document). The permit holder shall perform Quarterly monitoring using this procedure to establish compliance with the permit condition. The first test will be performed after thirty days from the effective date of this permit during the months of Im A So DrcZ . Additionally, DEM Form AT -I (original) is to be sent to the following address: Attention: Environmental Sciences Branch North Carolina Division of Environmental Management 4401 Reedy Creek Road Raleigh, N.C. 27607-6445 Test data shall be complete and accurate and include all supporting chemical/physical measurements performed in association with the toxicity tests, as well as all dose/response data.. Should any test data from this monitoring requirement or tests performed by the North Carolina Division of Environmental Management indicate potential impacts to the receiving stream, this permit may be re -opened and modified to include alternate monitoring requirements or limits. 7Q10 3's cfs Permitted.Flow 6 - V MGD jt mmended by: IWC% 73 f Basin & Sub -basin o l/ Receiving Str am A j e =K County mod- w 2LI/ Z QCLR Version 9191 • • d,a. STATE o State of North Carolina Department of Environment, Health, and Natural Resources Asheville Regional Office James G. Martin, Governor Ann B. Orr William W. Cobey, Jr., Secretary Regional Manager DIVISION OF ENVIRONMENTAL MANAGEMENT WATER QUALITY SECTION January 15, 1992 Mr. Bill Penson, Town Administrator Town of Spindale Post Office Box 186 Spindale, North Carolina 28160 Subject: Effluent Limitations Wastewater Treatment Facility Town of Spindale Rutherford County Dear Mr. Penson: The Asheville Regional Office recently received the effluent limitations proposed for The Town of Spindale's new wastewater discharge permit. A copy of those limitations is attached. The proposed effluent restrictions differ from existing limits as follows: BOTH HOLLANDS AND CATHEYS CREEK LOCATIONS Parameter Existing Limitation' Proposed Limitation Fecal Coliform 1000 organisms/100 ml 200 organisms/100 ml HOLLANDS CREEK LOCATION ONLY Parameter Existing Limitation Proposed Limitation Cadmium no limitation 2.8 ug/1 Chromium 63 ug/l 69 ug/l Nickel 67 ug/1 121 ug/l Lead 30 ug/1 34 ug/1 Cyanide no limitation 6.9 ug/1 Interchange Building, 59 Woodfin Place, Asheville, N.C. 28801 9 Telephone 704-251.6208 Page 2 Bill Penson October 26, 1992 HOLLANDS CREEK LOCATION (continued) Parameter Existing Limitation Proposed Limitation Mercury monitor only 0.017 ug/1 Silver no requirement monitor only Chlorides no requirement monitor only Tetrachloroethylene no requirement monitor only Toxicity pass 73% pass 75% CATHEYS CREEK LOCATION ONLY Parameter Existing Limitation Proposed Limitation Cadmium no requirement monitor only Chromium 63 ug/l 157 ug/l Nickel 67 ug/l 277 ug/l Lead 30 ug/l 79 ug/l Mercury monitor only 0.04 ug/1 Cyanide no requirement 16 ug/1 Mercury monitor only 0.04 ug/1 Silver, no requirement monitor only Chlorides no requirement monitor only Tetrachloroethylene no requirement monitor only Toxicity Pass 75% Pass 32% The fecal coliform limit change is due to a more restrictive water quality standard which became effective on October 1, 1989. The tetrachloroethylene monitoring requirement .was added as a result of data available from the Environmental Defense Fund. Current self -monitoring information reveals that the Town of Spindale would be unable to meet the proposed limitation for cyanide at either Hollands Creek or Catheys Creek. Please contact me at your earliest convenience so that we may discuss ways in which to address the cyanide situation. Page 3 Bill Penson October 26, 1992 Your attention to these matters is appreciated. Phone me at telephone 704-251-6208 if there are questions concerning the proposed wastewater discharge -permit.
