Dear Mrs. Koopman:
On November 11, 2019, Michael Meilinger of the North Carolina Division of Water Resources (DWR), Water Quality
Regional Operations Section (WQROS), conducted a Compliance Evaluation Inspection of facility AWC490008. During
the inspection, your irrigation records recorded that animal waste was applied on a Soybean crop on 6-27-18,
Soybean crop is not written into your Waste Management Plan (WMP).
Violation I: I. PERFORMANCE STANDARDS 3.
The Permittee shall develop and maintain a current CAWMP. The facility's COC and its CAWMP are hereby
incorporated by reference into this General Permit. The CAWMP must be consistent with all applicable laws, rules,
ordinances, and standards (federal, state and local) in effect at the time of siting, design and certification of the
facility. Any violation of the terms or conditions of the COC or the CAWMP is a violation of this General Permit
subject to enforcement action and may result in the Permittee having to take immediate and/or long-term corrective
action(s) as required by the Division. — [G.S. §143-215.6A and 15A NCAC 02T .1304(b)]
DWR request that you submit a written response within 30 days of receipt of this letter about how you plan you
plan to correct this violation so that is does not occur again. If you have any questions, please do not hesitate to
