Low to medium density residential areas nearby. Project Area: 57 acres Impacts: 289 If of intermittent stream and 519 If of perennial stream for relocation into a constructed permanent diversion channel. Topographic and area constraints preclude a fully natural channel design. Stream relocation is necessary to allow for expansion of quarry operations to the south. Avoidance and Minimization: Acceptable. Applicant considered five options including "no buid" and expansion to the west and east. Proposed plan is the expansion option with the least impact to streams. The "no build" option would reduce the productive life of the quarry to one year, resulting in closure by 2008 or 2009. Mitigation: Required. The applicant will pay NC EEP for restoration of 808 If of warm water stream. Buffer Impacts: None. stormwater Management Plan: A separate plan is not required. Vulcan Materials agrees to direct all stormwater runoff from the quarry operations area, including the proposed expaned area south of the current pit, to the quarry pit and onsite retention and treatment basins. Water Quality Certification Authorization: Individual Certification Corresponding 404 Permit: Individual WSRO Recommendations: 1) Applicant must demonstrate a good faith effort to incorporate floodplain benching and construction of pool and riffle sequences into the constructed diversion channel wherever space and gradient allow. 2) Energy dissipation and sheet flow must be provided for the stormwater discharges of any existing RCP outlets along Old High Point Road which are to be tied into the constructed diversion channel. 3) Buffer restrictions which are applicable to WS-III streams (15A NCAC 02B .0215) must be observed for the riparian zone of the constructed diversion channel. 4) Where rip rap is required for energy dissipation and scour protection, it shall be limited to the minimum area and dimensions specified by appropriate engineering calculations. Rip rap may only be used below the design normal high water level. The rip rap must maintain the design grade and elevation of the stream's cross-section. Rip rap placed in the channel bottom must be inserted into the bottom matrix to a depth sufficient to provide the thickness of rip rap required for scour protection. The elevation of the channel bottom must not be increased above design grade by the placement of rip rap. 5) Appropriate sediment and erosion control measures which equal or exceed those outlined in the most recent version of the North Carolina Surface Mining Manual shall be designed, installed, and maintained properly to assure compliance at all times with the North Carolina water quality standards that are applicable to Class WS-III waters as described in 15A NCAC 02B .0215, "Fresh Surface Water Quality Standards for Class WS-III Waters". 6) No stormwater runoff from the quarry operating area is to be discharged into any stream.
