Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant. (Contact the U.S. Army Corps of Engineers regarding that agency's use of larger drawings.) PROJECT SUMMARY: The applicant is proposing to install one (1) internally separated Underground Storage Tank (UST) for gasoline/diesel fuel storage. PROJECT DESCRIPTION Phil Jerrall, on behalf of Sea Path Yacht Club, Inc., has requested that the attached application be processed under the Express Permit Review Pilot Program. The physical address of the project site is 330 Causeway Drive, adjacent to the Motts Channel (a federally maintained channel that is located between Banks Channel and the Atlantic IntraCoastal Waterway), in Wrightsville Beach, New Hanover Co. To find the property, take Hwy 74/76 from Wilmington towards Wrightsville Beach. Cross over the Wrightsville Beach drawbridge and the property will be located approximately 0.25 miles on the right. The subject property is approximately 2.09 acres with roughly 1200' of shoreline along Motts Channel. There is an existing full service marina, club house, fuel dispensing system and large parking lot located on the property. Elevation at the site averages approximately 3 to 7 feet above Mean High Water (MI-IW). Currently, there are two Underground Storage Tanks (UST's) located on the property, both of which are within the 75' Area of Environmental Concern (AEC). The applicant is proposing to remove the two existing tanks and associated piping and install one new tank in the existing Sea Path Yacht Club parking lot. The applicant is pursuing a CAMA Minor Permit for the removal of the two existing UST's. Vegetation associated with the high ground portion of the property, consists primarily of lawn grasses and ornamental landscaping. There are no coastal and/or "404 type" wetlands on the property. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the canal, which are included in the Wrightsville Recreational Area, are classified SB# by the Division of Water Quality. They are not designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROTECT The applicant is proposing to remove two existing UST's (under CAMA Minor Permit) and install a single, but internally divided UST to store both gasoline and diesel fuel. The applicant proposes to install the tank in the existing parking lot that serves the residents and members of the Sea Path Yacht Club. A 45' x 15' area would be excavated for the tank installation. The UST would be located outside of the 75' AEC, as measured from the Seapath boat basin, however, the fuel lines would be located within the 75' AEC. The applicant is also proposing to excavate a 250' x 4' x 2' trench for the transfer piping, which would run from the UST to the existing piping (piping that is currently used for the two existing USTs). The proposed transfer piping would be located outside of the 30' buffer but inside of the 75' AEC. 10. ANTICIPATED IMPACTS The initial excavation and filling would result in the disturbance of approximately 1,625 sq. ft. of high ground. No other impacts are expected as a result of the tank and piping installation. It is recommended that a permit be issued subject to the following conditions: In order to protect water quality, runoff from the construction must not visibly increase the amount of suspended sediments in adjacent waters. Appropriate sedimentation and erosion control devices, measures or structures must be implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence, diversion swales or berms, etc.). A ground cover sufficient to restrain erosion shall be provided within the shorter of 15 working or 30 calendar days of completion of any phase of grading on cut or filled slopes. NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits, approvals or authorizations that may be required. NOTE: Future development of the permittee's property may require a modification of this permit. Contact a representative of the Division at (910) 395-3900 prior to the commencement of any such activity for this determination. The permittee is further advised that many non-water dependent activities are not authorized within 30 feet of the normal high water level.
