No New expiration date 7/31/2023 Facility Overview: The Town of Columbus WWTP is a minor municipal facility with no significant industrial discharges and no pretreatment program. In the past, industrial discharges did flow to the WWTP, requiring metals and toxicity monitoring. According to the previous fact sheet, the pretreatment program has been inactive for 20+ years. Columbus WWTP has a design flowrate of 0.8 MGD, with a maximum daily flow rate of 0.5 MGD for 2018, as reported in their renewal application. Compliance History: • Most recent permit cycle shows multiple limit violations for fecal coliform and multiple monitoring violations for TRC, among other violations. • They've passed over 75% of TOX tests within the last 3 years. RPA: The maximum monthly average flow between Oct 2015 and Oct 2018 was approximately 0.240452 MGD. All previous RPAs dating back to the 1998 renewal have also used 2.1 cfs for 7Q1Os. The 7Q10s found in BIMS (0.96 cfs) should be used for any future modelling, as stated in a 12/30/1994 memo responding to the Town of Columbus's request for modification of metal limits: "The 7Q10 flow of 2.1 cfs is used in the equations also. However, in 1993, new flow information was gotten from USGS that indicates that the flow at Columbus's discharge point is 0.96 cfs, 55% lower than the flow that has been used. This updated flow will be used in the future if any expansions or modifications are requested." The Basic Application Information packet is divided into two parts. All applicants must complete Parts A and C. September 2018 In reviewing the DMR data for the Town of Columbus WWTP, we have noticed some potential errors and inconsistencies with some of the data. We are requesting the lab sheets for the above months for further review. The values reported for Cadmium, Cyanide, and Lead are reported in the units of µg/l, however we believe this data was submitted in incorrect units. The values reported for Silver, Zinc, and Copper are reported as both µg/1 and mg/l. For example, DMR data for Copper in June 2014 reports data in the units of mg/1, however September 2014 to March 2016 reports data in µg/1 and June 2016 and onward reports data in mg/1. Similarly, the data for Zinc and Silver from June 2014 to March 2016 were reported in µg/1, however June 2016 and onwards have been reported in mg/l. If these values have been reported in error, please submit revised DMRs to the Division. The NC 2007-2014 Water Quality Standard.(WQS) Triennial Review was approved by the NC Environmental Management Committee (EMC) on November 13, 2014. The US EPA subsequently approved the WQS revisions on April 6, 2016 with some exceptions. The NC Division of Water Resources NPDES Permitting Unit is required to implement the new dissolved metal standards in all permits public noticed after April 6, 2016. The metals of concern for the Town of Columbus WWTP are Total Copper, Total Silver, Total Zinc, Total Cadmium, Total Cyanide, Total Lead, and Total Mercury. The original shell is attached. Starting with that, I culled it down to create a WWMP condition for Columbus. I was able to create wording for the solids component, but you & Mikal will need to develop the wording for the curtain study. Tell the permittee what you want done, and what information they should submit. The completed WWMP condition can then be added to the permit. It is enforceable; failure to submit the WWMP is a permit violation. Keep the shell for future reference. When there are performance -related conditions to put in a permit, start with it. We are under the impression that permits are valid for 5 years. o Compliance & Expedited Permitting Unit Response: Permit can be valid up to 5 years, but we follow a basin schedule for the expiration dates. For NC0021369, since it's in the Broad River Basin, sub -basin 03-08-02, the expiration should be July 31st, 2023. The previous permit expired July 31 st, 2018.
