Subject: Submittal of a Major CAMA/Dredge and Fill permit application package for
road shoulder stabilization along NC 615, Knotts Island Causeway, in Currituck County.
Dear Mr. Daisey,
The North Carolina Department of Transportation (NCDOT) is requesting a
Major CAMA/Dredge and Fill permit for road shoulder/shoreline stabilization along NC
615, Knotts Island Causeway, adjacent Back Bay and a man-made borrow canal in
Currituck County near Knotts Island, North Carolina. The purpose of this project is to
stabilize an eroding road shoulder and maintain a minimum of a 4' wide shoulder.
Multiple CAMA/Dredge and Fill General permits have been issued over the years to
address problem spots along NC 615 adjacent Back Bay usually brought on by a tropical
storm event. NCDOT wishes to obtain authorization to address the erosion problems in
their entirety along the causeway under one permit with a longer authorization time
period for funding and construction.
A total of 9,405 linear feet of new rip rap revetment is proposed most of which
(8,643 linear feet) is along the adjacent man made borrow canal. The rip rap toe will not
exceed 10' below the normal water level (NWL) in the canal or Back Bay when
protecting an upland road shoulder. The average alignment will be 8' below NWL.
There are two different sections, one on the east and west end where Coastal Wetland
marsh fringes protect the road shoulder along Back Bay. A marsh toe rip rap revetment
is proposed in these areas for a total of 704 linear feet. The marsh toe revetment will be
constructed adjacent the escarpment not to exceed a height of 1' above the NWL and
marsh substrate. The alignment of the toe for the marsh toe revetment will not exceed 6'
below the NWL. There is an area of Coastal Wetland marsh fringe (380 ftz) that is not
wide enough to attenuate wave energy that will be impacted by riprap installation
(Section `B"). A total of 1,766 linear feet of existing rip rap will be maintained by
reshaping existing material and adding more within the existing footprint.
All new rip rap will be supported by a woven geotextile fabric that will also
function to contain any backfill used to rebuild the road shoulder for the upland
revetment. Placement of the rip rap will be done by a tracked excavator and rubber tire

backhoe. The marsh toe revetment will be constructed using a tracked excavator on mats.
Rip rap material to be placed at the marsh toe that cannot be reached from the existing
roadway will be contained in a steel box supported by mats. A small tracked loader on
mats will move rip rap material across the marsh to the excavator and steel box.
Included with this letter are the location map, permit drawings, MP-1 and MP-2
forms and the signed adjacent landowner notification statement. If you have questions,

The purpose of this project is to stabilize and protect the shoulder of NC 615 from erosion caused by wind generated wave
energy and other sources of erosion as well as maintain a minimum 4' wide shoulder.
c. Describe the proposed construction methodology, types of construction equipment to be used during construction, the number of each type
of equipment and where it is to be stored.
Stabilize the eroding road shoulder along NC 615 using class II granite to construct a riprap revement while maintaining a
minimum 4' wide grassed shoulder. Where adequate marsh fringe exist to attenuate wave energy, the marsh edge will be
stabilized with a marsh toe revetment. An excavator, dump trucks, rubber tire back hoe or track loader. Log mats will be
utilized when necessary to cross wetlands.
d. List all development activities you propose.
