PROJECT DESCRIPTION: The project site is located at 710 Tradewinds Drive South, adjacent to a man-made canal system that is connected to Stump Sound, in North Topsail Beach, Onslow County. To get to the site from Wilmington take US HWY 17 N to Old Folkstone Rd, which is located approximately 4 miles north of Holly Ridge. Turn right onto Old Folkstone Rd. and continue to NC Hwy 210, there is a stoplight at the intersection, take a right and travel across the high-rise bridge. Take a left onto New River Inlet Road, just past Town Hall. Travel approximately 3.5 miles to Marina Way. Take a left onto Marina Way and then a left onto Tradewinds Drive South. The current elevation of the property ranges from 0? above mean sea level (MSL) to approximately 5' above MSL. The project site is adjacent to residential properties on the south and east sides and is boarded by Stump Sound and a canal on the west and north sides, respectively. The highground portion of the property is vegetated primarily with lawn grasses and ornamental plants. Coastal wetlands are present at the site. There is high marsh that measures approximately 5-19 in width and consists of Salt Meadow Grass (Spartina Patens), and Salt Marsh Cordgrass (Spartina alterniflora). There is a fringe, approximately Sin width, of low marsh consisting of Salt Marsh Cordgrass. The North Topsail Beach Land Use Plan classifies the upland areas of this project as Developed. The waters of the project site are classified as SA by the NC Division of Water Quality. The NC Division of Marine Fisheries has designated this area of Stump Sound as a Primary Nursery Area, and the waters adjacent to the proposed project are open to the harvesting of shellfish. PROPOSED PROJECT: The applicant is proposing to install a concrete boat ramp measuring 15' in width and 3(f in length. The applicant is also proposing to install a bulkhead on both sides of the ramp, approximately 19 in length on the northern side and perpendicular to the boat ramp, approximately 5' on the southern side of the ramp and running perpendicular to the ramp. They are also proposing to install two 1 S wingwalls on both sides of the ramp for stabilization. All proposed bulkheads will be located landward of the coastal wetlands. The water depth at the end of the proposed ramp is approximately 2.5 @ NLW. 10. ANTICIPATED IMPACTS The proposed boat ramp would result in the filling of approximately 210 ft.2 shallow bottom, and would result in the filling of approximately 150 ft.' of coastal wetlands. The ramp would result in the disturbance of approximately 300 ft.2 of highground. Submitted by: J. W. A bulkhead is also requested to prevent any erosion along the sides of the proposed boat ramp. Ms. Koury does not have an existing boat ramp on this property. Coastal wetlands are located in the requested location of the proposed boat ramp. Less than 150 square feet of impacts are anticipated. I, Chad Kimes, as a duly Registered Professional Engineer in the State of North Carolina, will be representing Ms. Teena Koury, and will personally oversee all of this proposed work.
