Dear Mr. Lamb:
In response to our meeting at East Forsyth Quarry on December 6, 2006 I offer
the following information. First, I would like to review of the efforts to analyze the
appropriate development plan for East Forsyth facility.
Background
Vulcan Materials Company (VMC) has nearly exhausted the stone reserves at its
East Forsyth Quarry in Forsyth County, NC. Therefore, in order to extract
additional stone reserves which have been identified on site and to continue
quarry operations, VMC will have to relocate the quarry plant, processing and
stockpile operation from the north side of the property where suitable reserves
are located. Only a limited amount of suitable stone is located on the south side
of the existing pit. Quarry expansion is constrained to the north by U.S. Highway
311, to the east by NC Highway 66, to the west by Cuddybum Branch, and to the
south by Old U.S. Highway 311.
Alternative 1- No Build Alternative
This altemative does not achieve the project purpose and need and would
eliminate southern wall reserves and could exhaust quarry reserves within one
year. This would leave 15 people unemployed.
Alternative 2 -Expansion to the west.
This altemative would not satisfy the project purpose and need since there is not
enough land between the existing pit and Cuddybum Branch.

Alternative 4 -Expansion to the east
This alternative would not satisfy the project purpose .and need since there is not
enough land between the existing pit and N.C. Highway 66.
Alternative 5 -Expansion to the south -Preferred Alternative
Approximately 57 acres of land is located between the existing pit and Old U.S.
Highway 311 on the south. This is the only area of the site which has enough
land to relocate the plant, processing and stockpile operation. In order to
accomplish this, approximately 808 linear feet of important intermittent and
perennial stream channel will have to be relocated. Due to topographic
constraints, there is not enough room to construct the relocated stream utilizing
natural channel design methods. The diverted flow will be directed into a
diversion channel within Vulcan permitted property and generally parallel to the
Old Highway 311 right of way.
Enclosed are two maps documenting the following requested information:
• A layout view at a scale of 1 "=40'.
• The layout view inGudes the Jurisdictional Delineation survey, for
reference.
• Several diversion channel centerline locations are denoted with State
Plane Coordinates.
• Two bearing and distance survey ties to the property line from .the
delineation survey are shown.
• The channel and slopes-will be seeded as required by our State Mining
Permit's revegetation plan, as shown.
• The Wildlife Resources Commission suggestions of floodplain benching
and placement ofi rock vanes or weirs will be considered and installed if
practicable.
• Centerline Profile of diversion channel is shown.
• Diversion channel Typical Cross-Section is shown; channel bottom is 3'
wide with 2 to 1 side slopes projecting to existing grade.
I appreciated your assistance with this matter and should you have any questions
or require addition information please contact me.
Sincerely,
~~~
