WETLANDS AND STOWMTER BRANCH
You have our approval, in accordance with the attached conditions (WQC # 3351) to conduct the
following activity adjacent to your property at 125 Harbor Road in Marshallberg, Carteret County. This
approval allows you to:
1. Excavate 2500 cubic feet (see drawing dated 8/5/04, sheet 3 Of 5) of shallow water bottom
habitat (by hydraulic excavator) with the spoil placed on highground;
2. Replace 100 feet of bulkhead;
3. Remove existing docking system and replace it with a 4-slip docking configuration (see sheet 4
of 5).
This approval is only valid for the purpose and design that you described in your completed CAMA
application received by the Division of Water Quality (DWQ) on September 16, 2004. After reviewing
your application, we have determined that General Water Quality Certification Number 3351 covers this
activity. This Certification can also be found on line at: http://h2o.enr.state.nc.us/ncwetlands/certs.html.
This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management
issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable
to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water
Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the
accompanying CAMA Permit expires unless otherwise specified in the General Certification.
This approval is only valid for the purpose and design that you described in your completed CAMA
Major Permit application received by the Division of Coastal Management on August 9, 2004. If you
change or modify your project, you must notify the Division (DWQ) in writing and you may be required to
send us a new application for a new certification. If the property is sold, the new owner must be given a
copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If
total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be
required as described in 15A NCAC 2H .0506 (h). For this approval to be valid, you must follow the
conditions listed in the attached certification and the additional conditions listed on the following
page:

1. Upon completion of all work approved within the 401 Water Quality Certification or applicable
Buffer Rules, and any subsequent modifications, the applicant is required to return the attached
certificate of completion to this office and a copy to the 4010versight/Express Review Permitting Unit,
North Carolina Division of Water Quality, 1650 Mail Service Center, Raleigh, NC, 27699-1650;
2. No excavation and no waste, spoil, solids, or fill of any kind shall occur in wetlands, waters, or
riparian areas beyond the footprint of the impacts depicted in the CAMA Major Application. All
construction activities, including the design, installation, operation, and maintenance of sediment
and erosion control Best Management Practices, shall be performed so that no violations of state
water quality standards, statutes, or rules occur.
Please notify this Office at the number listed below if any problem arises during the construction of
the project that may affect water quality.
If you do not accept any of the conditions of this certification, you may ask for an adjudicatory
hearing. You must act within 60 days of the date that you receive this letter. To ask for a hearing, send a
written petition conforming to Chapter 150B of the North Carolina General Statutes to the Office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, N.C. 27699-6714. This certification and its
conditions are final and binding unless you ask for a hearing.
This letter completes the review of the DWQ Permit #041539 under Section 401 of the Clean Water

Dear Mr. Dorney:
Marine Corps Air Station (MCAS) Cherry Point is preparing to
conduct maintenance work at the Seaborne Powered Target (SEPTAR) ramp
on Piney Island (BT-11). Nationwide permit three for maintenance and
water quality certification 3376 authorizes the proposed work, and
does not require notification. However, Mr. Mickey Suggs with the COE
in Wilmington requested that we send a written description of the
project, so we have prepared a PCN and project drawings (enclosed) and
are distributing these to you for your information.
The SEPTAR ramp is located at the end of a road on Piney Island.
The project includes maintenance of a boat ramp through replacement of
metal sheeting with installation of pre-formed concrete slabs. The
project also includes adding additional riprap materials to the
shoreline along the end of the road. The additional riprap would be
placed on top.of the existing materials on the northern end of the
road and just around the corner shared by the road and canal, and
behind the existing riprap on very end of the roadway.
Enclosed are a project drawing and an aerial photo layout. We
have also sent these materials to the US Army Corps of Engineers and
to the Division of Coastal Management.

Island. BT 11 is adjacent to Open Grounds Farm, and very near the Cedar Island National
Wildlife Refuge.

facility, used for ordnance delivery training. Project site has an existing ramp at the end of a
dirt road. The ramp is used to launch boats associated with targetry at BT-11. Portions of
the shoreline are already under rip--rap and/or concrete articulated matting.

10. Describe the purpose of the proposed work:
This project will perform maintenance actions on the shoreline at the end of a road leading to the
SEPTAR boat ramp. The project will also replace the existing ramp surface, currently several
sheets of metal matting, with concrete. The purpose of the work is to maintain the shoreline to
protect it from further erosion resulting from wave action, and to reduce the current maintenance
requirements for the boat ramp. The metal sheeting used for the boat ramp surface frequently
floats up during storm events, requiring repositioning

and place rip-rap materials and ramp concrete. Concrete will be pre-formed slabs.

VII. Impact Justification (Avoidance and Minimization)
Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide
information related to site constraints such as topography, building ordinances, accessibility, and
financial viability of the project. The applicant may attach drawings of alternative, lower-impact
site layouts, and explain why these design options were not feasible. Also discuss how impacts
were minimized once the desired site plan was developed. If applicable, discuss construction
techniques to be followed during construction to reduce impacts.
Impacts will be minimal. The project area is at the end of a dirt road, adjacent to a man-made
canal, and is man-made high ground with the exception of the rip-rap area below the normal
water line. Rip-rap and articulated concrete matting, is already in place along portions of the
shoreline at the end of the road, this project would supplement the existing materials. Rip-rap
placement below the normal water line will extend no more than 5' below the normal water line,
and no more than 3 cubic yards per running foot. We plan to use concrete debris from
demolition of a building floor as rip-rap. We will trim any re-bar in the concrete flush with the
surface of each piece. We plan to use pre-formed concrete slabs to replace the metal sheeting
surface of the boat ramp. We will maintain the current size of the boat ramp 30' 8" in length
below the water line, 12' wide.
