4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site is situated in a rapidly growing area and within the incorporated limits of the Town of Leland. Multi -family and commercial development is the predominant land uses. The site
has been logged and cleared of most woody vegetation. Several large ditches (RPWs) bisect the property. A small (0.07-acre) is found within the middle of the property (Wetland A).
A USACE JD was issued in 2006, for the entire West Gate Development and under SAW-2006-00669. Recently, the USACE issued NWP 18 for the permanent fill several RPWs (2461
SF / 0.056 AC) and a small Basin Wetland (1370 SF / 0.03 AC), for the purpose of installing a stormwater pipe. The NWP and JD, for that project area, has been attached to this PCN.
However, after the NWP 18 was issued, SEGi found that the 1370 SF Basin Wetland (Wetland Impact D, on the previously authorized wetland impact map) was erroneously included as
an impact. This feature was actually a spoil pile that was mislabeled as a wetland.

The purpose of this project is construct 13 multi -family buildings (312 units) and 15 multi -tenant commercial buildings (196,830 SF), along with the attendant features, such as roads,
parking lots, amenities center and infrastructure (i.e. sewer, water, electric, stormwater, etc.), as well as required vegetated buffers and active and passive open space, in the Town of
Leland, to meet local demand.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Large machinery, such as backhoes, dump trucks, and graders, will be used to bring in clean earthen fill dirt and grade the site to the desired elevation. After construction has been
completed, the disturbed land will then be seeded and straw applied or sodded, for stabilization measures.

Phase I of this project consisted of all commercial development on the west side of Ocean Gate Blvd.. This is Phase II and the last phase of the project.

Phase I development required the filling of 2461 SF / 0.056 AC of RPW and 1370 SF / 0.03 AC of wetlands, for the purpose of installing a stormwater pipe that connected to a
stormwater pond shown on the project property (see Nationwide Permit). That work has been completed. However and as mentioned in Section 4a. of this PCN, the 0.03-acre of wetland
was erroneously included as an impact on the application. The acreage has been subtracted from the project's cumulative impacts. Thus, cumulative impacts are 0.456-acre (0.43 -
0.03) + 0.056 = 0.456).
