DANIEL SMITH Director Jason Sesler, PE 801 Jones Franklin Road, Suite 300 Raleigh, NC 27606 NORTH CAROLINA Environmental Quality December 19, 2019 Response to Comments: Subject: Request for Additional Information Stormwater Permit No. SW6191101 SOF Combat Medical Training Facility PN# 85958 Cumberland County Dear Mr. Sesler: The Division of Energy, Mineral and Land Resources (DEMLR), received a Stormwater Management Permit Application for the subject project on November 18, 2019. A review of that information has determined that the application is not complete. The following information is needed to continue the stormwater review: 1. Please use "Directorate of Public Works" as the applicant for this project (Section 111, la). #1 Response: Revised. 2. The stream running parallel to Bastogne Drive, east of the proposed building, is shown on the most recent USGS topographic map and a portion of it appears to be within the project area. Please... I #2a & b Response: Area has been included on permit application, and project area and impervious % numbers have been updated. a. Include this area ' , b. Recalculate Section IV, 7 & 8 to accommodate this area, c. Delineate this area on the plans (Section VI, 8h), and d. Show the associated buffer on the plans (Section VI, 8p). 3. Please provide an original, signed Supplement-EZ Form (Section V & Section VI, 3). 4. It is noted that some sections of the BUA are dimensioned on the plans, however the values in the calculations, application, and Supplement-EZ Form should be verifiable using just the plans (Since we don't have access to/require the CADD files). Please include something on the plans (Like callouts, a table, etc...) so that the BUA values used in the submission may be verified (Section VI, 8j). #2c & d Response: Top of Bank lines and associated 30' vegetated setback have been added to plan sheets. #3 Response: Original signed form provided. #4 Response: Impervious areas have been labeled on the DA101 Plan Sheet, and this sheet has been provided. Refer to sheet DA101. 5. It is noted that the stormwater management report contains a drainage area map for the SCM, however Section VI lists requirements for the plan set. Please show the drainage area to the SCM on the plans (Section VI, 8o). 6. Since this project will be using the Limit of Disturbance (LOD) as the project area, please provide a plan sheet showing the full extent of the LOD. #6 Response: Overall 7. Please correct the following issues with the Supplement-EZ FoErosion and Sediment rm: Control Plan Sheet provided. a. Cover Page Sheet Refer to sheet CG101. i. Lines 7, 8, & 9 — Please provide these items. b. Drainage Areas Sheet #7a,b, & c Response: Updates per comments i. General have been completed. 1. Line 15 — This item should only be used if there is a net decrease in total BUA from existing conditions to proposed conditions. ii. Drainage Areal 1. Line 7 — Please include this item. This item is the sum of the items listed in line 10. c. Infiltration System Sheet i. Lines 2 & 44 — Use the design volume (Based on the design storm, 1") for these items instead of the volume that the facility can hold. ii. Lines 12, 13, & 25 — Please indicate that these items are not applicable (N/A). iii. Line 20 — Please elaborate in the additional information section what type of pretreatment is being used for this facility. iv. Line 45 — Calculate this value based on the design volume instead of the volume that the facility can hold. 8. Provide pdfs of all revisions, 2 hardcopies of revised plan sheets, and 1 hardcopy of other documents. Pdfs must be uploaded using the form at: #8 Response: Hardcopies provided https:Hedocs.deg.nc.gov/Forms/SW Project Submittal and PDFs will be uploaded later today. While it is not required, it is recommended that better pretreatment for fine particles is incorporated int the design. While the provided pretreatment does screen out large (> 3/8") refuse, fine particles can still enter the facility and clog up the infiltration media, necessitating more frequent maintenance. Please note that this request for additional information is in response to a preliminary review. The requested information should be received by this Office prior to January 17, 2020, or the application will be returned as incomplete. The return of a project will necessitate resubmittal of all required items, including the application fee. Please reference the State assigned project number SW6191101 on all correspondence. If you need additional time to submit the information, please submit your request for a time extension to the Division at the contact below. The request must indicate the date by which you expect to submit the required information. The Division is allowed 90 days from the receipt of a completed application to issue the permit. The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS 143-215.6A.
