This added monitoring will begin on the next effluent sampling. I have received a temporary license from the NC Board for licensing of Geologist. Permit Number WQ0002503 Craven County Dear Mr. Sipe: On behalf of Frit Car, Inc., in the matter referenced above, please allow the following to serve as a reply to the Groundwater Evaluation Report Comments specified in your Departments letter dated May 21, 2019. The five comments in your above referenced letter will be recited below with responses following. 1. The report presents the groundwater data collected at the facility since 2017; however, no interpretation of the data was offered. If Frit Car, Inc. wishes this office to consider site specific groundwater background concentrations, the report should be revised to propose them accompanied by a discussion supporting the method used to develop the background concentrations. This work should be performed by a North Carolina licensed geologist. Table 1 presents data from permit compliance efforts dating back to July 2009. However, for the purposes of this report we will limit the following discussion and interpretation to the data developed since the laboratory switch and the implementation of low flow sampling techniques (LFS). These changes were made in March 2017 for the spray -field wells and in March 2018 for the effluent sampling and testing. Chromium The chromium limit in the most recent permit is 0.01 mg/I (10 ug/1). Since the inception of LFS, there has been one exceedance of the permit limit. The exceedance occurred in MW4 from the March 2018 sampling event. The result was 0.0131 mg/1. The average result from the Temporary wells over the year of sampling was 0.0244 mg/1'. Copper The Copper limit in the most recent permit is 1.0 mg/1. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of below detection limits (<0.005 mg/1) in all Temp wells to a high 0.0147 mg/1 in T1 (November 2018). The average result from the Temporary wells over the year of sampling was 0.01 mg/I2. Iron The iron limit in the most recent permit is 0.3 mg/1 (300 ug/1). Since the inception of LFS, there has been no exceedances of the permit limit in MW1, six (6) exceedances in MW2, one (1) exceedance in MW4, two (2) exceedances in MW5, five (5) exceedances in MW6, and six (6) exceedances in MW7. MW2 and MW7 have exceeded the permit limit for each sampling event. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of below detection limits (<0.1 mg/1) in Temp well T1 & T2 (March 2018) to a high 21.8 mg/1 in T1 (November 2018). The average result from the Temporary wells over the year of sampling was 4.939 mg/13. Lead The lead limit in the most recent permit is 0.02 mg/1. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of below detection limits (<0.002 mg/1) in all Temp wells to a high 0.0295 mg/1 in T1 (November 2018). The average result from the Temporary wells over the year of sampling was 0.0139 mg/14. Nickel The nickel limit in the most recent permit is 0.1 mg/1. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of below detection limits (<0.002 mg/1) in Temp wells T1 & T3 to a high 0.0292 mg/1 in T1 (November 2018). The average result from the Temporary wells over the year of sampling was 0.0086 mg/I5. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of 5 mg/I in Temp well T3 (November 2018 to a high 27 mg/I in T1 (March 2018). The average result from the Temporary wells over the year of sampling was 10.16 mg/16. Chloride The chloride limit in the most recent permit is 250 mg/1. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of 1.1 mg/I in Temp well T1 (July 2018) to a high 5.75 mg/I in T1 (March 2018). The average result from the Temporary wells over the year of sampling was 4.26 mg/17. Total Dissolved Solids (TDS) The TDS limit in the most recent permit is 500 mg/1. Since the inception of LFS, there has been no exceedances of the permit limit. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of 40 mg/I in Temp well T2 (March 2018) to a high 314 mg/I in T1 (July 2018). The average result from the Temporary wells over the year of sampling was 141.67 mg/I8. Total Organic Carbon (TOC) There is no TOC limit in the most recent permit, however, there is an "action" limit of 10 mg/l. The permit requires the facility to conduct sampling and testing of VOC chemicals of concern (COC) if the TOC is above the "action" level. It should be noted that follow-up testing of VOC constituents have shown no detectable levels of VOC in the monitoring well network. Since the inception of LFS, there has been no exceedances of the "action" level in MW1, six (6) exceedances in MW2, five (5) exceedance in MW4, zero (0) exceedances in MW5 and MW6, and four (4) exceedances in MW7. Results from the tri-annual sampling of the background wells (Table 2) indicate a range of 5.07 mg/I in Temp well T2 (July 2018) to a high 28.7 mg/I in T2 (July 2018). The average result from the Temporary wells over the year of sampling was 18.35 mg/I9. Requested Changes in Permit Limits As stated above, the facility instituted low flow sampling for the monitor well network. However, background concentrations of chromium, iron and TOC, make permit compliance daunting. The average concentrations of chromium, iron and TOC in the temporary background wells are higher by factors of 2.4, 16.46 and 3.8, respectively. For the facility to comply with the exiting limits, is practically impossible. Therefore, alternate limits for chromium and iron are being proposed. Also, a new "action" level for TOC is being proposed. Table 2 details the results of sampling of the temporary wells. Preliminary statistical calculations are presented at the bottom of Table 2 and in the table presented below. The methodology for determining the requested changes to the facility's permit limits is based on the "empirical rule" for method for evaluating or normalizing data. The empirical rule uses multiples of the standard deviation of the data set to predict the confidence interval of such data. The interval chosen for this evaluation will set the value to the average of the data set plus two standard deviations (2-sigma). The confidence interval represented by 2-sigma is 95%. The average analytical result of the data collected from the temporary wells for chromium is 0.0244 mg1l (See below and Table 2). The standard deviation of the data set for chromium is 0.2218. To obtain the 2-sigma, the standard deviation is multiplied by 2 resulting in the value of 0.04437. The proposed limit value is derived from adding the average and the 2 sigma value which results in the proposed permit limit of 0.06879 mg/I. Please note that the facility is not requesting any other existing limits to be changed. Better sampling and analytical techniques are providing reliable results in both the monitoring well network and the effluent testing. 2. Background values for naturally occurring constituents should be developed using samples from areas outside any potential impacts or influence from activities at the subject facility. Based on the potentiometric maps included in the report, the proposed background locations (Temporary wells 1 through 3) were located down gradient of the wastewater spray field. Based on their locations, the subject wells may not allow samples to be collected from areas that would be considered truly representative of Mr. Randy Sipe P.G., Hydrogeologist Water Quality Operations Section Division of Water Resources, NCDEQ November 27, 2019 Page 5 of 8 background conditions. The report should be expanded to include justification for the background locations. Figure 1 (appendix) shows the general ground water flow directions from the period CY2015- 2018. Based on this graphical display, the ground water flow is generally to the northeast. Temp well 2 can be described as potentially down gradient but Temp wells 1 and 3 are not located down gradient based on the general ground water flow direction during the period. The monitoring network is located in a very shallow zone, and will be at times of heavy precipitation prone to variations in general flow direction. 3. The data for Temporary wells 1 through 3 presented in Table 2 exhibited significant increases in the concentrations of chromium, iron, and lead during the latter two sampling events of 2018, when compared to the initial sampling event. Does Frit Car, Inc. have any explanation of this wide variation in concentrations? Yes, the initial sample from the temporary wells were collected using low flow sampling techniques. The second and third sampling events used traditional sampling techniques (bailing) to collect the samples. The differing sampling techniques were used to evaluate the impact the formation sediments (turbidity) would have on the water quality on samples removed from the wells. 4. Table I shows increases in concentrations of chromium detected in monitoring wells MW 1, MW2, and MW3 generally during the time period from 2013 to 2017 which appears to correlate with increases in chromium concentrations in the wastewater effluent during the same time period (see the attached graph). Has Frit Car, Inc. considered this relationship as part of their groundwater evaluation? In short, no. The assessment report focused more on the conditions that existed after the facility: 1) switched analytical testing laboratories, and 2) employed low flow sampling techniques. The laboratory testing for metal compounds are also being performed (since March 2018)10 using a low detection level provided by the ICP-MS analytical technique (Method 6020B). The Effluent Chromium concentration shows much the same trend after the laboratory and analytical methods were changed. The table below details the analytical results pre and post laboratory and analytical method change. The red highlighted results are pre change and the yellow highlighted data represents post change. The post effluent results are one to two orders of magnitude lower. The January 30, 2018 report from CFM (POLY) stated that Frit Car, Inc, would collect data on the iron concentration in the wastewater effluent as part of their investigation. Has this data been collected? If, so the report should be revised to include it. Unfortunately, no. The analysis list has not be augmented to include iron testing in the effluent. The report also stated that chromium would be added to the analyte list. The facility will be instructed to include testing for iron and chromium in the effluent from this point forward.
