Merger Screening Packet
Discussion Summary:
A Merger Screening meeting was held on Monday,September 12,2016,at 1:00 pm in the Roadway Design
Conference to discuss STIP Project U-5713. Zahid Baloch(NCDOT Project Development)opened the meeting with
brief introductions of all attendees, including those who were in attendance via telephone. Craig Young(Three Oaks)
then proceed to go through the PowerPoint presentation and the meeting handouts(attached),after which,the
following items were discussed:
Merger Screening
• Ron Lucas(FHWA)noted that this project is proposing to widen an existing US route within existing right of way to
the best extent possible,there appears to be limited jurisdictional issues related to wetlands and streams,and the
impacts associated with the project appear to be small. Therefore,he stated that FHWA considers this project a

good candidate for not following the Merger Process,with the understanding that the Project Team would
continue to engage the resource agencies throughout the project development process as needed.
• Tom Steffens(USACE)asked for clarification on the proposed interchanges at Williams Rd.,Airport Rd.,and
Grantham Rd. Craig stated that the alternatives currently being considered for these interchanges look at a.)
raising US 70 up and over the intersecting roadways(Williams,Airport,and Grantham),and b.)raising the
intersecting side roads(Williams,Airport,Grantham)up and over US 70. The"US 70 over"alternative is
anticipated to have a smaller impact footprint and both options would result in little, if any, impacts to Scott Creek
and the associated wetland. John Rouse(Division 2)added that the Division supports the"US 70 over'option,as
opposed to the"side streets over'option since it appears to be the alternative that best minimizes the project
impacts. Based on this additional information,Tom said that he agreed with FHWA in that this project does not
need to follow the Merger Process.
• Garcy Ward(NCDWR)stated that he agreed with both FHWA and USACE in that this project does not need to
follow the Merger Process due to the minimal impacts associated with the proposed improvements.

Project History
December 2015 - Eastern NC gains "Future Interstates"
On December 4, 2015 President Barack Obama signed into law the Fixing
America's Surface Transportation (FAST) Act, which designates the following
highways in eastern North Carolina as high priority corridors and future interstates:
Raleigh-Norfolk corridor from Raleigh, through Rocky Mount, Williamston and
Elizabeth City to Norfolk, Virginia
US Highway 70 from its intersection from Interstate 40 in Garner to the Port at
Morehead City
US Highway 1 17/Interstate 795 from US Highway 70 in Goldsboro to Interstate
40 west of Faison
The designation of the highways as interstates will advance the North Carolina
Department of Transportation's Strategic Transportation Corridors Vision, which aims
to provide North Carolina with a network of high priority corridors that will become
part of the interstate system once they are fully built and upgraded to interstate
standards. The interstate designation will benefit our military interconnectivity, aid in
economic development, create jobs and stimulate growth in travel and tourism.
The FAST Act represents a funding increase for North Carolina of $490+ million.

DRAFT Project Purpose and Need.
The purpose and need for the project includes adding additional
capacity and access management improvements to the US 70
corridor in James City. US 70 is a major route to/from the port at
Morehead City and the military bases in Havelock and Goldsboro.
Safety is an issue, especially as perceived within the local communities,
but it likely will not be included in the project's official purpose and
need. FHWA's past experiences on NEPA planning documents have
shown it difficult to quantify an improvement in safety based on
planned project improvements.
FHWA believes that the project could also include localized and
regional benefits as part of the purpose and need.
FHWA and PDEA support including "addressing community concerns"
as part of the purpose and need.
