Mallard Creek WWTP
Wastewater Treatment Facility
Dear Mr. Stowe: Mecklenburg County
A letter of request for an Authorization to Construct was received April 20, 1990 by the
Division and final plans and specifications for the subject project have been reviewed and found to
be satisfactory. Authorization is hereby granted for the construction of modifications to increase
the capacity of the wastewater treatment facilities from 3 MGD to 6 MGD. These modifications
consist of a 7,800 gpd influent pump station with two (2) 500 gpm pumps, a 2,000 gpm pump, a
3,000 gpm pump, and a variable speed 7,200 gpm pump, two (2) new mechanical bar screens and
two (2) new aerated grit chambers with two (2) 110 CFM (7.5 hp) blowers, a new three way
splitter box, a new primary clarifier with a diameter of 60 feet and a sidewater depth of 10.5 feet, a
new scum pump station consisting of a 300 gpm pump, a by pass line from the primary clarifiers
to the trickling filters, primary aeration basins, secondary aeration basins, and final clarifiers, a
new three way flow splitter box for the existing trickling filter influent, a new two way flow
splitter box prior to the primary aeration basin, convert the existing first stage clarifiers to primary
aeration basin, convert the existing second stage clarifiers to second stage aeration basins, convert
all the aeration basins to fine bubble diffusers, modify the two (2) existing blowers with new 200
hp motors and new impellers, three (3) new 200 hp blowers, two (2) new final clarifiers each with
a diameter of 100 feet and 100 gpm (10 hp) scum pump, and a new RAS/WAS pump station with
dual 2,100 gpm (50 hp) variable speed RAS pumps and dual 100 gpm (15 hp) WAS pumps, two
(2) new traveling bridge type effluent filters each 16 feet by 70 feet, ultraviolet disinfection with
224 ultraviolet lamps, conversion of two existing sludge digesters to primary and secondary
digesters and the conversion another existing digester to a covered sludge holding tank and all the
associated piping, valves, and appurtenances with discharge of treated wastewater into Mallard
Creek.
This Authorization to Construct is issued in accordance with Part III paragraph B of
NPDES Permit No. NCO030210 issued June 8, 1990, and shall be subject to revocation unless the
wastewater treatment facilities are constructed in accordance with the conditions and limitations
specified in Permit No. NC0030210.
The sludge generated from these treatment facilities must be disposed of in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of Environmental
Management.

In the event that the facilities fail to perform satisfactorily, including the creation of
nuisance conditions,the Permittee shall take immediate corrective action,including those as may be
required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
The Mooresville Regional Office, phone no. (704) 663-1699 be notified at least
forty-eight (48) hours in advance of operation of the installed facilities so that an in-place
inspection can be made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.
Upon completion of construction and prior to operation of this permitted facility, a
certification must be received from a professional engineer certifying that the permitted facility has
been installed in accordance with the NPDES Permit, this Authorization to Construct and the
approved plans and specifications. Mail the Certification to the Permits and Engineering Unit,
P.O. Box 27687, Raleigh, NC 27611.
The Permittee shall employ a certified wastewater treatment plant operator to be in
responsible charge of the wastewater treatment facilities. The operator must hold a certificate of the
grade at least equivalent to the classification assigned to the wastewater treatment facilities by the
Certification Commission. Within thirty days after the wastewater treatment facilities are 50%
complete, the Permittee must submit a letter to the Certification Commission which designates the
operator in responsible charge.
A copy of the approved plans and specifications shall be maintained on file by the Permittee
for the life of the facility.
The sand media of the effluent filters must comply with the Division's sand specifications.
The engineer's certification will be evidence that this certification has been met.
Within thirty (30) days of issuance of this Authorization to construct the Permittee shall
submit a firm construction schedule to the Mooresville Regional Office for approval.
Failure to abide by the requirements contained in this Authorization to Construct may
subject the Permittee to an enforcement action by the Division of Environmental Management in
accordance with North Carolina General Statute 143-215.6.
The issuance of this Authorization to Construct does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed by
other government agencies (local, state, and federal) which have jurisdiction.
