Flow Reduction Request

Dear Mr. Mercer:
On June 8, 2009, the Pretreatment, Emergency Response and Collection Systems(PERCS)
Unit received a flow reduction request for future connections to the City of Creedmoor's sewage
collection system. A letter was sent July 7,2009 approving a reduction to 88 gpd/bedroom. The
Raleigh Regional Office and the receiving POTW, SGWASA,have expressed concerns regarding
the flow data. Based on those comments, additional information is being requested and the flow
reduction will not be effective until the additional information can be evaluated.
1. There appears to be some discrepancy in the flow data provided by the City and flow
data provided by SGWASA. Please communicate with SGWASA and jointly
provide an account of the monthly flow from the Joe Peed Road pump station for
December 2007 through February 2009.
2. A letter from Creedmoor states that the flow meter at Joe Peed Road pump station
was installed in the year 2002,but no adjustments have been made since. This
implies that the flow meter has not been calibrated recently. This comment does not
satisfy the requirements of 15A NCAC 02T.0114(f) (1)(A) which requires "Dates
of flow meter calibrations during the time frame evaluated and indication if any
adjustments were necessary."
3. Please identify the breakdown of connections as per 15A NCAC 02T .0114 (c).

4. Please provide more detail of your I/I study: discuss how much of they system has
been smoke tested,the results, what has been done to reduce I&I, number of SSOs,
and a schedule of I&I repairs.
