RE: Response to Comments on Draft NPDES Permi
Dear Ron Linville:
Thank you for your comments on the renewal of NPDES permit NCO069761 for the Town of Beech Mountain
Pond Creek Wastewater Treatment Plant (WWTP). The following are the Division of Water Quality (DWQ)
responses to the issues mentioned in your response letter.
Chlorination and De -chlorination
Pond Creek WWTP uses Ultraviolet (UV) disinfection system. Thus, there will not be chlorination as long as the
UV disinfection system is online, however the Total Residual Chlorine (TRC) limit has been added to the effluent
limitation page for emergency purposes only.
Ammonia Limits
Pond Creek WWTP does not have ammonia limit because the initial Waste Load Allocation (WLA) performed
for the facility did not require ammonia limit hence the same requirement is retained in this permit renewal. The
DWQ will re-evaluate the WLA when the permittee apply for permit modification.
Stand -By Power
According to the facility ORC, Robert Heaton, the facility has just installed emergency generator a week ago. If
