We have received your comments and have the following responses in Blue:
The project modification analysis does not provide the information NCDOT used to identify other feasible
alternatives and determine culvert cost. The original project design included both retaining walls and bank
armoring. Since the original design was completed, Smith Creek has moved closer to the road in several
locations along the 2000’ stretch, and is threatening the existing slope for US 421/Business 40. Smith Creek
receives a lot of stormwater from development in Kernersville. The stormwater coupled with multiple storm
events from hurricanes in 2018 has led to a rapid decline in the stability of the existing stream banks. We are
proposing to relocate Smith Creek using natural channel design which will offset mitigation costs if signed by
the agencies after 5 years. The other alternative discussed included a 2000’ long culvert, which would be
more costly in design, construction, mitigation costs and long term maintenance. A “rough” cost breakdown
comparison is included below. These costs don’t include any design costs.
1. Install culvert entire length of Smith Creek (approx.. 2000’): $6,000,000
Culvert excavation: $800,000
Culvert shoring: $3,000,000
TMP to construct: $342,000
Overflow liner: $75,000
Total construction cost: $10,217,000
Stream mitigation cost $2,028,000
Total construction plus mitigation $12,245,000
2. Acquire Additional RW and relocate stream away from slope
RW acquisition: $3,000,000
Construction of new stream $875,000
Mitigation cost: $2,028,000*
Total: $5,903,000
Potential Culvert drainage complications – In order for the culvert to be installed and not impact the ponds, the
approximately 2000’ culvert would run under the road shoulder and travel lane for Business 40. If any repairs
were needed on the culvert or if it needed to be replaced in the future, there could be a significant cost do to
the need to remove the roadway and disrupt traffic on Business 40.
Compensatory Mitigation – For permitting, the USACE will make a determination for compensatory mitigation
consideration for the relocated channel. Once the stream relocation is complete, and monitored for 5 years,
the USACE will make determination on the continuance of monitoring and/or additional mitigation needs
from DMS.
Relevance of a 5-year monitoring period for relocated stream. I have attached the Smith Creek Relocation Plan
which covers the monitoring commitment that will include an assessment to determine the success of the
relocation. The USACE will make that determination on the success once we reach the 5 years.
Please let me know if you have any further questions or comments regarding this permit modification for U-2579B –
Smith Creek relocation.

The EPA has reviewed the US Army Corps of Engineers public notice for the modification of the ongoing North Carolina
Department of Transportation (NCDOT) project U-2579B. This proposed modification includes the relocation of 2,127
linear feet of Smith Creek, the relocation of 344 linear feet of an unnamed tributary, and the fill of two ponds totaling
7.82 acres. The project modification analysis does not provide the information NCDOT used to identify other feasible
alternatives and determine culvert cost. Please provide more in-depth information on the evaluated alternatives, culvert
cost, and potential culvert drainage complications. Additionally, please provide information on the required project
compensatory mitigation; and the relevance of a 5-year monitoring period for the relocated stream. If you have any
