8. PROJECT SUMMARY: The applicant proposes to expand an existing private docking facility
to accommodate 2 additional boat slips in Banks Channel, for a total of four (4) boat slips.

9. PROJECT DESCRIPTION:
The project site is located at 306 Water Street, adjacent to Banks Channel, between the
Atlantic Ocean and Greenville Sound. The site is located within the Town of Wrightsville
Beach, in New Hanover County. To locate the property, travel east from Military Cut -Off Road
(N.C. Highway 17) approximately 1 mile towards Wrightsville Beach. From the drawbridge,
continue heading east on Causeway Drive (N.C. Highway 76) approximately 1 mile and
proceed to cross the bridge over Banks Channel. Take the immediate right onto Waynick
Blvd. (N.C. Highway 76) and travel south approximately 1 mile until you come to South Lumina
Ave. Take the immediate right onto South Lumina and travel approximately 0.5miles and take
a right onto Northrop Street, which will terminate onto Water Street. Turn right onto Water
Street and the property of interest will be located on the left. The lot is approximately 0.10
acres with 50' of shoreline frontage, which averages approximately 6 feet above mean sea
level. The applicant maintains an existing single-family residence on the property.
In June of 2019, the applicant received CAMA General Permit No. 74638 D to construct a new
bulkhead, 2' waterward of the previously existing one, and to construct a two (2) slip docking
facility. The pier that was authorized and currently under construction is 100' long x 6' wide,
and extends waterward in a westerly direction until it terminates on a fixed platform (24' x 16'),
of which 16' x 16' is covered by a roofline and the remaining portion is partially covered by an
8' x 16' trellis. From the end of the fixed platform, a ramp extends waterward to a floating dock
(8' x 20') that is oriented parallel with the fixed pier. On the north side of the floating dock there
is a boatlift (13' x 13'). The existing docking facility currently accommodates up to two (2)
vessels.
The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the
adjacent high ground portion of the project area as Developed. The waters of Banks Channel,
which are included in the Wrightsville Recreational Area, are classified SB# by the Division of
Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C.
Division of Marine Fisheries and they are CLOSED to the harvest of shellfish.
10. PROPOSED PROJECT:
The applicant proposes to expand an existing private docking facility to accommodate 2
additional boat slips in Banks Channel, for a total of four (4) boat slips. The applicant is
proposing to add an additional floating dock section to the waterward end of the existing one,
in the same westerly orientation, to extend the total length of the floating dock from 6' x 20' to
6' x 40', and changing the slip count from 2 slips to 4 slips total. The applicant proposes to
leave all the remaining constructed features as -is. The application states that water depths
along the proposed floating docks range from -4.0' to -8.0 @ NLW.
11. ANTICIPATED IMPACTS:
The proposed floating dock would extend 174' into a waterbody measuring approximately
1,100' across, meeting the %width distance, and would incorporate an additional 120 SF of
public trust area and estuarine waters. As proposed, the facility would also be at least 5'

landward of the existing Town of Wrightsville Beach Pierhead Line and 200' landward of the
federal AIWW channel setback. There would be no encroachment into either adjacent 15'
riparian corridor setback area, and the proposed floating dock section would be approximately
35' away from the docking facility to the north, and 35' away from the docking facility to the
south. The proposed facility would provide dockage for approximately four (4) vessels. There
appears to be no shellfish resource or SAV present in the project area. Minor increases in
turbidity should be expected during project construction.

To whom it may concern,
The referenced property is a private single family residence owned by Wesley Carter who wishes to
modify the previously authorized work pursuant GP-74638 by extending the floating dock in order to
accommodate 2 more boat slips. The fixed pier and platform are currently under construction with
expected completion around the end of July, and will not be modified. As is indicated on the Work
Plan drawings, the proposed modifications will enlarge the floating dock from 6'x20' to 6'x40'. There is
ample water depth at MLW to support the additional floating dock length. The pier head line is well
established by the Town of Wrightsville Beach, offshore of the proposed structure.

The Department of Environmental Quality hereby gives public notice as required by NCGS 113A-
119(b) that the following application was submitted for a development permit in an Area of Environmental
Concern as designated under the CAMA: On December 17, 2019, Wesley Carter proposed to expand an
existing private docking facility from two (2) boastslips to a total of four (4) boatslips at 306 Water St.,
adjacent to Banks Channel, Wrightsville Beach in New Hanover County. A copy of the application can
be examined or copied at the office of Patrick Amico, N.C. Dept. of Environmental Quality, Division of

Wesley Carter, for State approval for development of the subject property located at 306 Water Street,
adjacent to adjacent to the Banks Channel and Greenville Sound in Wrightsville Beach, New Hanover
County. It was received as complete on December 16, 2019 and appears to be adequate for processing at
this time. The projected deadline for making a decision is March 1, 2020. An additional 75-day review
period is provided by law when such time is necessary to complete the review. If you have not been
notified of a final action by the initial deadline stated above, you should consider the review period
extended. Under those circumstances, this letter will serve as your notice of an extended review.

NCGS 113A-119(b) requires that Notice of an application be posted at the location of the proposed
development. Enclosed you will find a "Notice of Permit Filing" postcard which must be posted at the
property of your proposed development. You should post this notice at a conspicuous point along your
property where it can be observed from a public road. Some examples would be: Nailing the notice card
to a telephone pole or tree along the road right-of-way fronting your property; or at a point along the road
right-of-way where a private road would lead one into your property. Failure to post this notice could
result in an incomplete application.
An onsite inspection will be made, and if additional information is required, you will be contacted by the
appropriate State or Federal agency. Please contact me if you have any questions and notify me in writing
if you wish to receive a copy of my field report and/or comments from reviewing agencies.
