Explain the purpose of the proposed project:* The purpose of the project is to replace two aging sewer lines with one 16" new sewer line in order to continue providing sewer service to the residents of this portion of Johnston County. Temporary impacts to wetlands, jurisdictional tributaries (RPW), and Zone 2 buffers are needed to install the line. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed project will include the installation of approximately 4,000 LF of 16-inch PVC Sewer Force Main between Business Hwy 70 and Second Street in Johnston County. This line will replace two ebsting sewer lines (6" and 10") that will be abandoned. The proposed force main will be installed within a 30'-wide public utility easement (either already existing or to be acquired). Much of the corridor is a currently maintained utility easement. Forested areas within the corridor will be cleared of vegetation. The applicant will dig a trench within the corridor and install the sewer line. Material removed from the trench will be stockpiled in adjacent upland areas within the corridor. Once the pipe is installed, the trench will then be returned to pre - construction grades. Organic material removed from the trench will be returned to the top 12" and the area will be seeded. Vegetation within the wetland impact areas will be maintained. The Neuse River and Buffalo Creek Will be directionally bored to avoid these resources. Standard construction equipment will be used. 4j. Please upload project drawings for the proposed project. Comments: In addition to the wetland and open water impacts, approximately 0.16 acre of Zone 2 Riparian Buffer along Buffalo Creek will be impacted as well (see Sheet CO-5). Since this impact is within an existing maintained easement, DWR confirmed that the impacts are exempt. E. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: A portion of the sewer line is being placed within an existing utility line easement to reduce impacts and the construction corridor width has been reduced to 30 feet. Additionally, the line will be directionally bored under the Neuse River and Buffalo Creek and their adjacent wetlands to avoid these resources. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The line will be directionally bored under the Neuse River and Buffalo Creek and their adjacent wetlands to avoid these resources. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes r No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Wetland impacts are less than 0.1 acre. The impacts to Riparian Buffer Zone 2 will occur within an existing maintained easement and are considered exempt. F. Stormwater Management and Diffuse Flow Plan (required by DWR) 1. Diffuse Flow Plan 1a. Violations (DWR Requirement) 2a. Is the site in violation of DWR Water Quality Certification Rules (15A NCAC 2H .0500), Isolated Wetland Rules (15A NCAC 2H .1300), or DWR Surface Water or Wetland Standards or Riparian Buffer Rules (15A NCAC 2B .0200)? * r Yes r No 3. Cumulative Impacts (DWR Requirement) 3a. Will this project result in additional development, which could impact nearby downstream water quality?* r Yes r No 3b.
