home parks, etc) that can be administratively renewed with minor changes, but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

Subject: RE: Flow Monitoring for NCO040339 - B.H. Corpening Forestry Training Center
Date: Tuesday, October 8, 2019 5:00:39 PM

Hi Kristin,
This facility is a sand filter system that receives batch influent dumps from the septic tank preceding
the filter. Sometimes the interval between discharges is three weeks. The ORC makes visits twice
per week, but unless the facility is very busy it is quite unlikely that the WWTP will be discharging
during his visit. Consequently they are quarterly forcing a discharge from the WWTP for monitoring
purposes.
They are using the "no flow" drop down box for the days that they did not see flow at the system on
the eDMRs, which is appropriate but apparently comes up as "waiver' in your system.
Please let me know if you have any more questions, thanks.

Subject: Flow Monitoring for NCO040339 - B.H. Corpening Forestry Training Center
Hi Daniel,
My name is Kristin Litzenberger and I am the new hire for John Hennessy's unit. I am working on the
renewal for NCO040339 and I had a question about the flow monitoring requirements.
The permit says that they should be monitoring the flow weekly, but from the DMR it looks like they
are monitoring once every few months. They are also entering "WAIVER" as the modifier for days
when they did not monitor which is somehow not generating violations in BIMS.
Can you provide more insight into what is going on at the facility and if we need to modify the flow
monitoring requirements?
