Dear Mr. Breslow:
This correspondence is in reference to the Neu -Con Umbrella Mitigation Bank, Selma Mill
Stream Mitigation Site. The site includes unnamed tributaries that flow to the Neuse River in the
Upper Neuse Cataloging Unit (03020201) and is located north of the intersection of W. Chestnut
Street and NC Highway 96, north of Selma, in Johnston County, North Carolina. The purpose of
this letter is to confirm the release of stream restoration and enhancement credits associated with
the Year 1 Monitoring activities for this project.
Pursuant to the Umbrella Mitigation Banking Instrument (UMBI) entitled, Neu -Con Umbrella
Wetland Mitigation and Stream Restoration Bank, approved April 2, 2001, and amended on April
10, 2009; the site -specific Selma Mill Final Mitigation Plan dated August 2016 and approved
October 2016; and the Selma Mill Year 1 Monitoring Report dated December 2018, 10 percent of
the mitigation site's total restoration and enhancement credits shall be available for sale provided
the Year 1 Monitoring Report demonstrates interim performance standards are being met.
By copy of this correspondence, we confirm that you have satisfied the above requirements for
the Year 1 Monitoring release of credits. As such, 730.5 stream mitigation units (SMUs),
constituting 10 percent of the mitigation bank site's total stream credits are now available for sale.
To date, 40 percent (2922 SMUs) of the total stream restoration and enhancement credits (7305
SMUs) have been released. Our records indicate that 2191.1 SMUs associated with this mitigation
site have been debited as of March 8, 2019. Therefore, the current total amount of credits available
for sale is 730.9 SMUs.
Please be aware that the Long Term Maintenance and Monitoring Performance Bond for the
Selma Mill Mitigation Site will expire on October 5, 2019. Failure to submit financial assurance
prior to the expiration date may lead to a suspension in credit sales.
