The site includes unnamed tributaries that flow to the Neuse River in the Upper Neuse Cataloging Unit (03020201) and is located north of the intersection of W. Chestnut Street and NC Highway 96, north of Selma, in Johnston County, North Carolina. The purpose of this letter is to confirm you have achieved two (2) separate bankfull events in two (2) separate monitoring years for this mitigation site. Pursuant to the Umbrella Mitigation Banking Instrument (UMBI) entitled, Neu -Con Umbrella Wetland Mitigation and Stream Restoration Bank, approved April 2, 2001, and amended on April 10, 2009; the site -specific Selma Mill Final Mitigation Plan dated August 2016 and approved October 2016; and as demonstrated in the Selma Mill Stream Mitigation Site Year 2 Monitoring Report dated October 2019, 10 percent of the mitigation site's total stream credits shall be available for sale provided the success criteria for bankfull events have been met. In accordance with the approved mitigation plan and Year 2 Monitoring Report, 15 bankfull events were observed during Year 1 Monitoring, and 17 bankfull events were observed during Year 2 Monitoring. By copy of this correspondence, we confirm that you have satisfied the above requirements for the bankfull credit release, and 730.5 stream mitigation units (SMUs) are now available for sale. To date, 4383 SMUs (60 percent of the total stream restoration and enhancement credits) have been released for sale. Please be aware that the Long Term Maintenance and Monitoring Performance Bond will expire on October 5, 2020. Failure to submit financial assurance prior to the expiration date may lead to a suspension in credit sales. Thank you for your interest in restoring and protecting waters of the United States.
