Dear Mr. Ingram:
This correspondence is in reference to the Neu -Con Umbrella Mitigation Bank, Selma Mill
Stream Mitigation Site located in eastern North Carolina. The site includes unnamed tributaries
that flow to the Neuse River in the Upper Neuse Cataloging Unit (03020201) and is located on the
north of the intersection of W. Chestnut Street and North Carolina Highway 96, north of Selma, in
Johnston County, North Carolina. The purpose of this letter is to confirm the initial release of
credits for this site.
Pursuant to the Mitigation Banking Instrument (MBI) entitled, Neu -Con Umbrella Wetland
Mitigation and Stream Restoration Bank, approved April 2, 2001 and amended April 10, 2009;
and the site -specific Selma Mill Final Mitigation Plan dated August 2016 and approved October
2016, fifteen percent (15%) of the mitigation site's total restoration credits shall be available for
sale immediately upon completion of all of the following:
a. Approval of the final Mitigation Plan.
b. The mitigation site must be secured.
c. Delivery of the executed financial assurance documents as described in Section 14.0,
page 54, of the Selma Mill Final Mitigation Plan.
d. Recordation of the Corps -approved preservation mechanism described in Section 3.1,
page 14 of the Final Mitigation Plan, including a title opinion covering the property.
e. Issuance of the 404 permit authorization for construction of the site.
By copy of this correspondence, we confirm that you have satisfied the above requirements
for initial release; and 1095.75 stream mitigation units (SMU's) constituting 15% of the mitigation
bank site's total restoration credits are now available for sale.
