Dear Ms. Bylow:
This correspondence is in reference to the Milburnie Dam Mitigation Bank, Buffalo Branch
Mitigation Site, located 0.14 mile northeast of the terminus of Raleigh Beach Road, adjacent to the
Neuse River Greenway, in Raleigh, in Wake County, North Carolina. The mitigation site involves
the Neuse River and is in the Upper Neuse Cataloging Unit (03020201). The purpose of this letter
is to confirm the second credit release associated with successful completion of all stream bank
stabilization for the mitigation site.
Pursuant to the Mitigation Banking Instrument entitled, Milburnie Dam Mitigation Bank, dated
June 2016 and approved on March 14, 2017; and the site -specific Final Milburnie Dam Mitigation
Bank -Final Mitigation Plan dated June 2016, 10 percent of the mitigation site's total restoration
credits shall be available for sale immediately upon completion of the following:
1) Successful completion of the dam removal as described in the Milburnie Dam
Mitigation Bank Final Mitigation Plan, dated June 2016; and
2) Successful earthwork and riparian planting activities as described in in the Milburnie
Dam Mitigation Bank Final Mitigation Plan, dated June 2016.
By copy of this correspondence, we confirm that you have satisfied the above requirements for
the second release of stream credits. As such, 4,084 stream mitigation units (SMU's), constituting
10 percent of the mitigation bank site's total stream credits are now available for sale. To date, 30
percent (14,294 SMUs) of the total credits (40,841 SMUs) have been released.
