Dear Mr. Hutton:
This correspondence is in reference to the Falling Creek Mitigation Site, part of the Falling
Creek Umbrella Mitigation Bank. The 260-acre site is adjacent to Falling Creek in the Upper
Neuse Cataloging Unit (03020201) and located northwest of the intersection of Grantham School
Road and Corbett Hill Road, in Wayne County, North Carolina. The purpose of this letter is to
confirm the release of stream and wetland restoration and enhancement credits associated with the
Year 1 Monitoring activities for this project.
Pursuant to the Umbrella Mitigation Banking Instrument (UMBI) entitled, Agreement to
Establish the Falling Creek Umbrella Mitigation Bank in Neuse River Basin Within the State of
North Carolina, approved February 28, 2017; the site -specific Falling Creek Final Mitigation Plan,
dated December 2016; and the Monitoring Year 1 Report — Falling Creek Mitigation Site dated
January 2019, 10 percent of the mitigation site's total stream and wetland restoration and
enhancement credits shall be available for sale provided the Year 1 Monitoring Report
demonstrates interim performance standards are being met.
By copy of this correspondence, we confirm that you have satisfied the above requirements for
the Year 1 Monitoring credit release for all parcels within the bank with the exception of parcel
11. As such, 1805.6 stream mitigation units (SMUs), 2.55 riparian WMUs, and 0.14 non -riparian
WMUs, constituting 10 percent of the mitigation bank site's total stream and wetland credits are
now available for sale. To date, 40 percent (7221.98 SMUs, 10.15 riparian WMUs, and 0.56 non -
riparian WMUs) of the total stream and wetland restoration and enhancement credits (18,056
SMUs, 25.49 riparian WMUs, and 1.4 non -riparian WMUs), and 100% of the total stream and
wetland preservation credits (840 SMUs and 29.2 riparian WMUs) have been released. Our
records indicate that 0 SMUs, 2.79 riparian WMUs, and 0.42 non -riparian WMUs associated with
this mitigation site have been debited as of March 8, 2019. Therefore, the current total amount of
credits available for sale is 8061.98 SMUs, 36.56 riparian WMUs, and 0.14 non -riparian WMUs.
