The mitigation site is adjacent to the East Fork of the Eno River within the Neuse River Basin, Hydrologic Unit Code (HUC) 03020201. The purpose of this letter is to confirm the release of stream restoration credits associated with Year 4 activities for this project. Pursuant to the Umbrella Mitigation Banking Instrument entitled, Neu -Con Umbrella Wetland Mitigation and Stream Restoration Bank, approved April 2, 2001 and amended April 10, 2009 and February 2, 2017; the site -specific Cedar Grove Mitigation Site Final Mitigation Plan dated December 2013, and the Cedar Grove Year 4 Monitoring Report dated September 2018, 10 percent of the mitigation site's total restoration credits shall be available for sale provided the Year 4 Monitoring Report demonstrates interim performance standards are being met. Based on information provided in the Year 4 Monitoring Report, along with an on -site field verification conducted on October 10, 2018, the upper 2 ponds of UT2-A are trending towards their success criteria by demonstrating a single thread stream channel. In addition, the areas containing beaver dams have been removed and ponding has subsided. As such, the 61.4 stream mitigation units (SMUs) withheld in abeyance with the Year 3 Monitoring Report credit release are now available for sale. By copy of this correspondence, we confirm that 61.4 SMUs from Year 3 and 686.20 SMUs from Year 4 are now available for sale; totaling 747.6 SMUs. To date, 70 percent (4803.4 SMUs) of the total credits (6862 SMUs) have been released. Our records indicate that 4055.8 SMUs associated with this mitigation site have been debited as of October 11, 2018. Therefore, the current total amount of credits available for sale is 747.6 SMUs. Please be aware that the Long Term Maintenance and Monitoring Performance Bond for the Cedar Grove Mitigation Site will expire on January 26, 2019. Failure to submit financial assurance prior to the expiration date may lead to a suspension in credit sales. During the on -site field verification, multiple areas of bank erosion were observed, and determined to be directly related to the recent Hurricane Florence storm event. An adaptive management plan should be submitted prior to or concurrent with the Year 5 Monitoring Report, demonstrating that all repairs are complete and stable.
