After reviewing your application, we have determined that the Division of Water Quality (DWQ) General Water Quality Certification Number 3351 covers these water impacts. This Certification allows you to General Permit No. 198000291 when issued by the US Army Corps of Engineers (USAGE). In addition, you should get or otherwise comply with any other federal, state and local requirements before you go ahead with your project including (but not limited to) erosion and sediment control regulations and CAMA. Also, this approval to proceed with your proposed impacts or to conduct impacts to waters as depicted in your application shall expire upon expiration of the 404 or CAMA Permit. This approval is for the purpose and design that you described in your application. If you change your project, you must notify us and you may be required to send us a new application. If the property is sold, the new owner must be given a copy of this Certification and approval letter and is thereby responsible for complying with all conditions. If total fills for this project (now or in the future) exceed one acre of wetland or 150 linear feet of stream, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). This approval requires you to follow the conditions listed in the attached certification and any additional conditions listed below. The Additional Conditions of the Certification are: 1. PROJECT SUMMARY: The applicant proposes to replace ±250 linear feet of bulkhead with steel interlocking sheet-piles an average of 3 feet waterward of existing bulkhead. Weyerhaeuser Company Pulp and Paper Division Martin County Project setting The project site is located off SR 1583 near Plymouth adjacent the Roanoke River at the Weyerhaeuser Company Pulp and Paper Division plant in Martin County, North Carolina. The entire site is ±2400 acres and is an industrial pulp and paper mill. The project area is adjacent the Roanoke River ±150 feet upstream of the main plant water intake. A cooling tower and an electrical substation are located ±15 landward of the bulkhead that is to be replaced. The approximate elevation of the site is ±8' above normal water level. The Environmental Management Commission classifies the Roanoke River as C-Sw. This area of the Roanoke River is not open to shell fishing and is not a primary nursery area. Project description The applicant proposes to replace 250 linear feet of deteriorating steel sheet pile with a new interlocking steel sheet pile bulkhead an average of 3 feet waterward of the exiting bulkhead. The maximum distance waterward for the replacement ofthe bulkhead will be.4 feet. The applicant proposes to install a turbidity curtain and floating containment boom during the bulkhead replacement. Anticipated impacts The project as proposed will result in some localized short-term turbidity during the installation of interlocking steel sheet piles. As we discussed, we are assisting Weyerhaeuser with permit application for repair of a section of their riverfront bulkhead and subject to permit approval complete the proposed bulkhead repair work. The existing bulkhead and tie back system have rusted to the point that there is no structural integrity left and the proposed repair work will prevent future collapse. The new bulkhead will be installed 3' waterward of the existing wall and will run approximately 250' along the riverfront. The location is just upstream of the main plant intake and covers an area of the existing bulkhead with the most severe rust problem. As noted in the application, we propose to complete the work using a barge mounted pile rig and will drive the sheet piling with a vibratory hammer. Installation of the sheeting with a vibratory hammer is quicker than using an impact pile hammer and it produces minimal disturbance of the river bottom during pile driving operations. We will install an oil boom and separate turbidity curtain at the work site and will have absorption cloth and approved disposal bags for used cloth at site. As I mentioned, I will be out of the office next week so if you need to schedule a site visit next week please give Al Waff a call at (252) 337-4423.
