The North Carolina Division of Water Resources conducted an inspection of the Cedarbrook Residential Center on
January 8, 2020. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0035157. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following violation(s) were noted during the inspection:
Inspection Area Description of Violation
De -chlorination No tablets were observed in the de -chlorination tube during the inspection. The tubes
must contain tablets in contact with effluent at all times.
The chlorine contact chamber was also observed to be leaking significantly where the
pipe exited to the chamber. Repair this leak so the system is water tight.
Sand Filters (Low rate) Significant ponding was observed in approximately 1/3 of the sand filter surface during
the inspection. The dosing pump timer should be adjusted to avoid hydraulic overloading.
The filter distribution lines (and possibly the distribution box) need to be re -leveled to
optimize even distribution of the wastewater.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law.

Tim Heim and Linda Wiggs of the Asheville Regional Office performed a routine Compliance Evaluation
Inspection of the facility on January 8, 2020. Fred Leonard (Owner and Permittee) was present and
assisted with the inspection. The facility had recently undergone significant repair/rehabilitation efforts
and requires additional work to be fully compliant.
The following items were noted during the inspection:
The dosing pump for the sand filter is currently set to operate once per day. This is resulting in
hydraulic overload of the sand filters media. The pump timer should be reset to apply smaller doses
multiple times a day so as not to produce ponding.
Optimize (raise) the height of the pump intake in the septic tank to avoid transferring solids to the filter
bed.
Significant ponding was observed in approximately 1/3 of the sand filter surface during the inspection.
The filter distribution lines (and possibly the distribution box) need to be re -leveled to optimize even
distribution of the wastewater.
No tablets were observed in the de-chlor tube during the inspection. The de-chlor tubes must contain
tablets in contact with effluent at all times.

Comment: The facility has recently performed significant repair/rehabilitation work to the sand filter and
underdrain system. The system still requires hydraulic balancing for optimal operation and
longevity.

Even application of wastewater of over the filter bed should eliminate pondinq, improve
treatment, and prolong the life of the filter media.
