9. Narrative Description:
Project Setting
The applicant owns a.14,03-acre parcel of land adjacent to the Atlantic Ocean
to Emerald Isle, Carte re bounty, lofth Carolina. The property identified as The Boardwalk RV Park is located at 101 Islander Drive, off NC Highway 58 Emerald
Drive in the western end of Emerald Isle. The site is developed and has no naturally +
occurring vegetation with the exception of the vegetation on the frontal dune system
on the property. The tract where the re-development of the proposed addition of 15
RV spaces is located on the southwest corner of the developed parcel. The first line of
stable natural vegetation is at or near the seaward toe of the frontal dune adjacent to
the south property line. The proposed expansion development is located within the
Ocean High Hazard and Ocean Erodible Areas of Environmental Concern.
The tract is bordered to the west by the commercial property of the Islander
Motel and to the north and east by the existing 184 spaces RV park. The tract is
bordered to the south by the frontal dunes, unvegetated beach area, and the Atlantic
Ocean. The shoreline adjacent to the 538' ocean side property line appears stable
with no apparent signs of erosion at the time of the site visit. A frontal dune with
vegetation exists on the property. Elevation of. the tract where the re-development is
proposed is ± 19 feet, and located in FIRM zones VE with a base flood elevation of
15 feet and FIRM zone X.
The subject tract has mostly existing level open yard area which serves as a
nitrification field on the southern end of the tract and other existing development such
as a building structure, land improvements, on site waste waster system, paved
parking area, and utilities infrastructure existing on the property. The existing two-
story, 9,332 ft2 building (formerly 8 apartment units and office building) and existing
parking lot are to be razed to accommodate the expansion development for the
additional 15 recreational vehicle spaces, on site waste water systems and associated
utilities.
The water distribution system was approved by the Public Water Supply Plan
Review Section, and the Storm Water Plan was approved by DENR-DWQ. Land
Quality approved the Erosion and Sediment Control Plan for the construction. A list
of previous state or federal permits issued for work on the existing development
ainclude: OSWW 97-14 (2/10/98); DWQ SW970214 (12/08/97); and LQ 960917CA.
The Atlantic Ocean is classified SB by the Environmental Management
Commission. The property is located in the White Oak River Basin.

Project Description
The Boardwalk Recreational Vehicle (RV) Park is a development that was
completed in 1998. The applicant proposes to expand the existing 184 site RV park
by adding 15 additional RV sites or spaces with appurtenant utilities such as water,
electrical, telephone, cable TV, and waster water hbok-ups for each-site. -Thirty-seven
on site waste water systems currently "service the existing park and four new on site
waste water systems are proposed to service the additional 15 RV sites.
The existing two-story structure'and existing parking lot`will be razed and the
debris hauled to an approved location. After the demolition is complete, general
construction of the RV park expansion will commence. The development for the
proposed new RV sites will be located starting sixty (60') landward from the first
line of stable natural vegetation, satisfying the long term erosion setback line for
small structures. The proposed new nitrification field is to be located approximately
235' feet landward from the first line of stable natural vegetation and the proposed
25' x 33' bath house is to be located approximately 295' landward from the first line
of stable natural vegetation.
No land disturbing activity is proposed on or in the dune system; however,
filling and grading is necessary 60' landward from the first line of stable natural
vegetation to prepare the proposed expansion area. During construction of the
proposed expansion of the 15 additional RV sites, bath house, access roads,
nitrification fields, and appurtenant utilities, a total of 35,000 square feet or .80 acre
of the tract would be disturbed. Temporary fencing would delineate and isolate the
work area. Work is scheduled to begin no earlier than September 15, 2004 and is
expected to be completed by April 15, 2005.
10. Anticipated Impacts:
The project as proposed would impact 35,000 ft2 or .80 acre. The proposed
development for the expansion will occur entirely over previously existing developed
area. The proposed development appears to be consistent with the existing use on the
property.

- During the4ate 1960`s, extensive grading was_done on the {and which is
now occupied by The Islander Motel, the Town of Emerald Isle,
(Western--Park) and -The Boardwalk RV Park. = At the time of grading;
the land was a series of dunes and troughs. During grading operations,
the land was stabilized by a clayey soil to a depth of approximately 4 to
6 inches deep. The clayey soil was referred to by some as "blue gumbo"
and it was hauled f rom an area north of Cape Carteret to the island.
The soil grew grasses very well and kept the sand from blowing. Land
was disturbed from an elevation of + 6.0 feet to + 24 feet. Generally,
the contours were flattened out, almost leveled.
The Boardwalk RV Park is a project which began and was completed in
1998. The land upon which the project was built was also occupied by
a large (90 foot square), two story structure which was built in the
early 1980's. This building was constructed to provide office space for
the park, as well as bathroom facilities. The second floor of the
structure is an apartment complex, containing eight, two bedroom units.
The land area south of the building was designated as a nitrification
f ield by the Carteret County Environmental Health Division of the
Health Department. The existing building is framed with steel and has
deteriorated since being built. It needs to be demolished.
There are thirty-seven septic systems permitted by On Site Waste
Water. The water distribution system was approved by the Public
Water Supply, Plan Review Section, and the Storm Water Plan was
approved by DENR-DWQ (SW8 970241). Land Quality approved the
Erosion and Sediment Control Plan for the construction. No plan is
required for the disturbance of 32,000 square feet.

Sequence of Events:
1. There will be a demolition contract prepared for the
building. It will be demolished and the debris hauled to an
approved site. Work will begin no earlier than September
15, 2004.
2. After the demolition is complete, general construction of
the RV Park will start. Temporary fencing will provide a
delineated work area for the general contractor. The
contractor will complete the demolition of the parking lots,
install the recently approved storm water infiltration trench,
install the water distribution system, install the wastewater
disposal systems (4), erect a new bathhouse (25' x 33'),
construct the 15 RV sites, complete with water hookup,
wastewater hookup, electrical hookup, any other amenities
such as cable TV and telephone service. If all proceeds
smoothly, this work will be completed by April 15, 2005.
3. The permits necessary for development are: Stormwater
(DWQ), Sewer System (Carteret Co. Health Department),
Water Supply (Public Water Supply - Plan Review), and
CAMA.

A copy of the letter to the Carteret County Health Department (Environmental
Health Division) requesting a letter of evaluation is attached. Although the
representatives visited the site and evaluated the parking lot in two places and the
existing nitrification field in another place, and found them satisfactory, the -
policy for the LHO is, no repor# for either the parking lot nor the building (where
another site will be located) may be written until the building and parking lot areas
are demolished. -.Obviously we feel the samples taken in the parking lot are
representative because if we felt otherwise, we would not proceed with the

Dear Ms. Gilstrap,
The Town of Emerald Isle (Inspection Department) has requested a letter which
authorizes the placement of a bathhouse on Lots 100,& 101. I have included an
"as built" sketch which shows 55-19, the system approved by OSWW under
project no. 97-14. Will you please address a note to either Kevin Reed, Planning
Director or to Jim Taylor, Building Inspector which will affirm your knowledge and
also permission of the substitution ?
I know the letter for the placement of the bathhouse for the western portion
(where the Beach Club Building is presently located) cannot be written until the
building is demolished.
