4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
6dsting structure is described as 2@112" x 75" Arch CMP. Cover is soil and rip rap. Project area is out of frame in the Cabarrus County future land use plan but is in the vicinity of
areas and presumed to be zoned as single family agricultural or single family residential. Land cover can be observed in the natural resources technical report (figure 4. terrestrial
communities map).

The existing pipes and associated materials have reached the end of their usable life. Taking no action would result in eventual road closure. Due to the soil cement and pipe
construction, rehabilitation of existing structure is essentially equivalent to replacing the structure.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
17BP.10.C.6 is a culvert replacement project that involves removing existing Cabarrus County Pipe #301 on SR 2608 (Hahn Road) over Unnamed Tributary to Little Bear Creek. The
existing pipes are 2 @ 112" x 75" Arch CMPs and will be replaced with 2 @ 10' x 8' RCBC. The proposed culvert inverts Wil be buried 1' belowtheh stream channel bed and will have a
lowflowand high flow barrel. Sills will be constructed in each end of the proposed box culvert with floodplain benches installed up and downstream. Another jurisdiction stream flows
parallel to the roadway and fill slopes will avoid impacts to this stream. 2:1 fill slopes have been used to minimize the proposed culvert length and associated stream impacts.
