application:
The project vicinity consists of a sewer line right of way and forested corridor
adjacent to Smith Creek. Surrounding land use is primarily residential and light
industrial.

4. Proposed Activity
Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used:*
Phase 3 of the Smith Creek Greenway project proposes to construct a greenway
from the terminus of Phase 2 at Ligon Mill Road north along the west side of Smith
Creek to connect to existing greenway trails in the vicinity of Heritage High School.
Phase 3 of the greenway trail will begin at the Phase 2 terminus at Ligon Mill Rd. as
a paved 10-foot multi -use path, and will proceed north on the west side of Smith
Creek to connect to existing trails in the vicinity of Heritage High School. Boardwalks
and bridges will be used to cross streams and wetlands. The path will be
constructed using the "top -down" method, which minimizes disturbance. Typical
construction equipment will be used. Erosion and sedimentation will be controlled
according to the erosion control plan.

The greenway is set up due to funding sources as a phased project. Phase 1 has
been constructed. Phase 2 (recently submitted) connects Phase 1 south of
Burlington Mills Rd. to Ligon Mill Rd. Phase 3 (this submittal) will connect from the
end of Phase 2 at Ligon Mill Rd. to e)asting trails in the vicinity of Heritage High
School.

Comments:
The majority of the project is located within an existing cleared and maintained
sanitary sewer easement.
Impacts were assessed as follows:
The area within the proposed limits of disturbance within the buffer and outside the
existing maintained easement is included as impact in the table above.
The area within the proposed limits of disturbance within the buffer and also within
the existing maintained easement was excluded from impacts.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.*
The route of the proposed greenway was chosen to avoid wetland and stream
impacts. Boardwalks and bridges will be used to cross wetlands and streams,
avoiding impacts in those areas. The existing piped stream crossing at Stream J was
evaluated and the project was designed to avoid an extension of this pipe, thereby
avoiding a stream impact in this area. The existing pipe will remain in place. The
limits of disturbance for erosion control measures were adjusted to avoid all wetland
impacts.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. *
The "top -down" method will be used to construct the path, which minimizes soil
disturbance.
