submittal package, inclusion of these materials under my signature and seal signifies that I have reviewed this material and
have judged it to be consistent with the proposed design.
NOTE - In accordance with General Statutes 143-215.6A and 143-215.613, any person who knowingly makes any false
statement, representation, or certification in any application package shall be guilty of a Class 2 misdemeanor, which may
include a fine not to exceed $10,000, as well as civil penalties up to $25,000 per violation.

PROJECT DESCRIPTION
The Town of Pine Level 2017 Water and Sewer Improvements Project consists of the
construction of a new wet well at one pump station (Eastern Pump Station) as well as the
replacement of pumps at another (Southern Pump Station) and the installation of approximately
7,944 linear feet of 6" force main which replaces an equivalent length of existing 4" Force Main
in the town. The existing force main pipe will then be abandoned in place after the new force
main is put on-line. This will improve the overall reliability and integrity of the Town's water
distribution and wastewater collection systems and will increase the capacity of the sanitary
sewer collection system. The project is located within the municipal and extra -territorial limits of
the Town of Pine Level and consists of installing most new lines parallel to existing mains. Most
of the lines will be installed under or adjacent to existing roads, with some being installed cross
country.
There is no additional flow being generated by this project, and it serves no additional
homes or businesses, the proposed force main will outlet into existing manholes connected to
the existing gravity sewer network.

Dear Mr. Robinson:
Please find enclosed for your review the revised Fast Track Application and associated files as
requested in your email on December 181h, 2019.
The Town of Pine Level 2017 Water and Sewer Improvements Project consists of the
construction of a new wet well at one pump station (Eastern Pump Station) as well as the
replacement of pumps at another (Southern Pump Station) and the installation of approximately
7,940 linear feet of 6" force main (3,460LF from the South Side Pump Station, and 4480 LF from
the East Side Pump Station) which replaces an equivalent length of existing 4" Force Main in
the town. The existing force main pipe will then be abandoned in place after the new force main
is put on-line. This will improve the overall reliability and integrity of the Town's water distribution
and wastewater collection systems and will increase the capacity of the sanitary sewer
collection system. The project is located within the municipal and extra -territorial limits of the
Town of Pine Level and consists of installing most new lines parallel to existing mains. Most of
the lines will be installed under or adjacent to existing roads, with some being installed cross
country.
There is no additional flow being generated by this project, and it serves no additional
homes or businesses, the proposed force main will outlet into existing manholes connected to
the existing gravity sewer network (Permit #WQCSD0012).
The pump station power reliability is addressed by on -site backup generators, the South
Side Pump Station has a diesel generator in a waterproof housing with a 150 gallon fuel tank,
wired for 120/240V 3 phase power, producing 40 KW, and wired to the pump station with a 2-
wire automatic start -stop control. The East Side Pump Station contains a similar generator and
start -stop control, but has a larger 200 gallon diesel fuel tank.

Response to comments on the application, see below (if you require a document in lieu of this email, let me know, given
how minor the comments are I felt that this would be sufficient for now.)
We are reviewing the subject Fast Track Sewer extension. Multiple sections of the application were not completed:
I. Section 11. 2 is not completed. Please check the appropriate box.
See attached, revised application, the first 7 sheets have been revised per these comments, if you cannot
replace the portions of your application let me know and ill send it to the town for signatures.
2, Section IV. no information was provided in this section. Please complete this section.

3. Section V. no information was provided in this section. Please complete this section.
See attached, revised application, note that we do not have a permit number for the gravity sewer in Pine
Level, this is consistent with several other fast track applications we have done in the town for other
developments.
4. Section V1. 8 should be completed as there is no additional flow proposed. Please check the appropriate box.

5. Section V111. 5 proposed 4,480 LF of 6" force main. However, the narrative proposes 7,944 LF of 6". Please
correct this discrepancy.
A revised narrative will be provided later, pending any further comments on the plans themselves.
6. Section V111.6; "Will use existing [standby generator/outomatic activation/telemetry]" is written in the
margin. This and any other relevant information should be included in the project narrative that accompanies
the application.

7. Section IX. 3 is marked "N/A". This questions is a little confusing. The Town of Pine Level is located completely in
the Neuse River Basin, and therefore streams in the town are subject to the Neuse Riparian Buffer Rules. Since
Pine Level is subject to Neuse Buffer Rules, this should be marked either "yes" or "no" ("N/A" should only be
marked if the project is an area not subject to the Buffer Rules. If no streams/buffers are impacted, then the
project meets the separation requirements, and "yes" should be checked). Please refer 15A NCAC 028.0200.

8. Section IX.6: Please confirm (via email) that there are no lines that meet the definition of "high -priority lines".
This project does not contain any lines which meet the definition of "high -priority"
9. There was o USGS topographic map and an aerial map of the Town provided with the application. However, the
sewer project area is not clearly defined on the mops. Please submit the maps with a general project area so
that the Division staff can easily locate it in the field (Refer to General instruction F. Site maps for additional
information)

just let me know.
10. Please note, that while the design documents must be prepared prior to submittal of the application, they are
not required to be submitted as part of a Fast -Track Application, unless the project includes a "high priority line"
