I Michael Myers (President) certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation
of the planned improvements identified in the planning assessment where applicable. This
analysis has been performed in accordance with local established policies and procedures using
the best available data. This certification applies to those items listed above in Sections I and II

PROJECT NARRATIVE
The provided documentation is being submitted to modify the previously
approved Collection System Extension Permit for Briar Chapel Phase 12
(WQ0040476). The modification is only to include the pump station which was
previously to be permitted at a later date. Flows generated by the development
and sewer line lengths will remain unchanged.
The purpose of the project is to construct infrastructure to support 132 new
single-family residential lots in Phase 12 of the Briar Chapel Subdivision. The work
includes the roadway, water, sanitary sewer and storm drainage infrastructure to
serve it. A pump station will be necessary for the northern most portion of the
phase and will require a 4" force main to pump wastewater flows to the gravity
portion of the proposed system. All lots will ultimately gravity sewer to a
previously permitted Lift Station "B" (Permit #WQ0029867).
Per agreement with DWR as of September 30, 2013, a flow reduction was granted
for the Briar Chapel development for 56 gallons per day per bedroom. Based on a
letter issued to DWR by CE Group on behalf of the project, paper flow rates of 190
GPD/Home will be used moving forward on this project.
Average daily flow data provided in the attached USE is based on the highest
average daily flow reported in February 2018. Paper flow is determined based on
permitted lots which have not yet become tributary to the system, based on sales
data provided by the developer at the time of submittal.
Summary of Sewer Lines to be permitted:
• 6,063 1 LF of 8-inch gravity sewer
• 268 LF of 8-inch DIP gravity sewer
• 1,687 LF of 4-inch DIP force main
Serving 132 lots @ 190/gpd/lot discharging 25,080 gpd.

On .luly 15, 2013, the Division of Water Resources (Dfvislon) received an adjusted daily sewage flow rate
(flow reduction) request that would apply to all permitted but riot yet tributary residential connections
and all future residential connections tributary to the [friar Chapel Development collection system.
In accordance with 15A NCAC 02T .0114(f)(2), the Division has evaluated all the submitted data and
based on the data submitted, the Division hereby approves for use by the Briar Chapel Development an
adjusted daily sewage design flow rate of 56 gallons per day per bedroom effective immediately.

Future sewer extension applications should be made using the flow reduction amount stated above. A.]
other aspects of the permitting process remain unchanged, and all applications Must be in compliance
with the statues, rules, regulations and mfnintum design criteria as certified by the owner and engineer.
Regardless of the adiusted design daily wastewater Flow rate. at no time shall the wastewater flows
exceed the effluent limits defined in„tile _Non -discharge Permit for the treatment_ facility or exceed the
capacity of the sewers downstream of any new sewer ex gnsion or service connection(s).
The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing
and/or modifying the flow reduction as allowed by the laws, rules, and regulations contained in 15A
NCAC 02T, NCGS 143-215.1, or as needed to address changes in State and/or Federal regulations with
respect to wastewater collection systems, protection of surface waters and%or wastewater treatment.

According to 15A NCAC 02T .0305(h)(1)(B)... & (C), a portable pump cannot be used for pump stations with a design flow
greater than 15,000 GPD. According to the app., the current design flow for this pump station is—25,000 GPD. This
pump station will need a "standby" (permanent) power source.
