from Richie Brown with Stroud Engineering, PA (your environmental consultant), the proposed
stream impacts for your project will not require written authorization for the 401 Water Quality
General Certification as long as the conditions of the attached General Certification No. 4139 can be
met. If any of these conditions cannot be met, then written approval will be required. If you have
