Thank you for reviewing this package. I am writing this note to you because I know you
are responsible for handling this application. As you may know, lake lure is now down
and is ready for work. I didn't have a lot of time to get all of the information together for
you and it did take more time then I thought. I am hoping that I have all of my is dotted
and my T's crossed so that you may have all of the info you need to make the proper
decisions. I am really hoping that you can expedite this package so that we may get
busy and not have to worry about the water coming back up on our work before we are
done. I understand the timelines you are working with, but if you could find it in your
heart to do this for me I would thank you ever so much.

Project Narrative:

For work to be done on Lake Lure in the town ship of Lake Lure.
Name of owner and address of the property where the work is to take place is;
Steve and Leilani Lowery and the town of Lake Lure.
402 Holmstead drive, Lake Lure, N.C. 28746.
Project type;
Sea wall and retainer wall system for the protection of the shoreline and the waters of Lake Lure.
Reason for shoreline repair;
Shore line is deteriorating due to extreme wash and steep grades. (see pictures attached) This is destroying the available
trout protection. area and contaminating the waters in the vicinity of the property. Trees are falling and the bank is washing
away, the ground and all of it's properties are washing into the lake. This wall system will stabilize the existing problem,
clean up the area and then the trout buffer zone can be reinstated for the protection of the waters of lake Lure, which will
allow for it to continue, clean, safe and stable for, decades to come with no further problems. Once the wall system is in
place then the proper plants and ground cover can be re -installed to aid in the filtration of the area and stop the extreme
wash and contamination that is currently happening in the trout buffer zone along this section of the lake right now.
Step one;
Install a double row wire back silt fence with steel stakes every 6 foot and drainage in select places (see drawings
attached.) so as to insure the protection of the lake waters from additional wash and sediment from the work that is to take
place for water quality and fish protection.
Step two;
Remove the existing trees that are falling down, leaning heavily and/or diseased in the area that the work is to take place.
Then clean up the massive amounts of garbage, dead and rotting material that has fallen down over the years and washed
up along the shoreline, as well as remove the old and rotting existing wooden retainer wall.
Step three;
Dig the ditch for the footer, install a footer with #5/57 clean, washed stone with a depth of around 4 - 6 inches, then begin
setting the wall block. The proposed wall is made up of a 90 Ibs clean and cured stack block wall system with pins for
strength. This wall will be engineered for strength using a "Geo Grid" tie back system after three foot high, then every other
row for the total height of the wall (see drawings) The wall will be back filled with the same, clean, #5/57 washed stone 18
inches to 2 feet deep behind the wall, all the way to the top except for the last 4 inches to allow for plant material to take a
grip and grow, to allow for filtration and drainage so the wall will not fall' over. In addition, the sea wall will be backed up
with clean rip -rap (granite stone) to allow for additional habitat and to insure against undermining of the wall from wave
action. The combination of the stone and the geo grid will allow for this wall to last and will be guaranteed for life. It will be
clean, will allow for filtration, will hold the bank in place, and will slow down and control .any run off that nature can send it's
way. This will preserve the bank for decades to come while leaving the waters near it clean for future habitat to .flourish.
Step four;
Once the wall system is in place then the plant material can be installed for the final filtration system. These plants will be
chosen from the Department of Natural Resources Division of Water Quality Wetlands Restoration Programs "Guidelines
to Riparian Buffer Restoration" hand book. These plants will be placed in a manor that is advised by said group in order to
maintain and strengthen the trout buffer area and maintain the water quality of Lake Lure.
Note;
The equipment used in the execution of this work will be stored outside the trout buffer and work zone after every use.
Note;
Any and all stock piles will be stored outside the trout buffer and work zones in a special place created for this.
Note:
Ground in buffer and work zone will be left clean, prepared for bad weather and will be free of garbage and any building
materials that may be a nuisance or danger to the area, the job and/or any water quality.
Note;
Please mote that any and all ground disturbances will be kept to a minimum and will be left clean and smooth at the end of
every day and protected from any bad weather and rain events that will take place during the course of this heavy work.
Please also note that any and all disturbances will be necessary and temporary to obtain the end benefit of a much more
stable, much cleaner and nicer shoreline stabilization for the future of the lake, shoreline stability and it's water quality.
Note; All weather for the area will be monitored daily, all work and job protocol will be adjusted accordingly.
