My understanding is that Tier 2 applies for consecutive exceedances of the some parameter. I looked at the Tier language in NCG03, which should be the same: Tier Two If: The first valid sampling results from two consecutive monitoring periods (omitting periods with no discharge) are above the benchmark values, or outside of the benchmark range, for any specific parameter at a specific discharge outfall; The reference to "specific parameter" there is meant to prevent Tier 2 being triggered by two different parameters. For this example, the outfall is in Tier 1 for TSS and now Tier 1 for Zinc, but not yet Tier 2. Let me know if this language is consistent with the permit you are asking about. What facility is this in reference to, so I can record my response in the records, in the event of future questions? I have a question for industrial stormwater permits pertaining to determining Tiered Status with exceedances of separate parameters. If an outfall is in Tier 1 status for TSS (with next 2 sampling events below the benchmark) and the second sampling event has an exceedance for Zinc, would the outfall be in Tier 1 status for TSS and Tier 1 status for Zinc or would the exceedances be cumulative and the outfall would be in Tier 2 status.
