I Chandra C. Farmer, P.E. certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the [low from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections 1 and 11 plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

c. A funded Capital Project that will provide the required planned capacity, namely
Clayton K-5 W WPS Upgrade is in design or under construction with

this flow to be permitted, without a significant likelihood of over -allocating capacity in the system
infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. I43-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal
system.

The purpose of this flow modification request is to apportion sanitary sewer flow to 58
residential townhome units (13,920 gpd) in Section G2B and 26 residential townhome units
(6,240 gpd) in Section G2A within the Tuscany master development under WQ0036yI0PThe
total sewer flow is 20,160 gpd and was previously permitted under WQ0031450. Sewer flow
from Section G2A has also changed from Commercial to Residential. No other modifications are
requested.

Residential Flow Reduction Approval
Johnston County
Dear Mr. Broome.
On February 22, 2005, the Division of Water Quality received a flow reduction request for
residences in Johnston County. The letter requests an allowable flow rate of 80 GPD per residential
bedroom based on the evaluated data for three similar existing subdivisions.
The water use data provided between November 2003 and October 2004 with daily readings
taken during November 2004 was analyzed by central office and regional office staff with additional
infIc-maticn requested. Based upon this data and the County response to our add ional l aforrraaaflon
requests, the Division hereby approves the use of 80 GPD per residential bedroom, with a minimum
of 160 gpd for one and two bedroom units in all applicable non -discharge permit applications
Flow shall be incremented by 80/gpd for each bedroom above two. Regardless of the adjusted
design daily wastewater flow rate at no time shall the wastewater flows exceed the effluent limits
defined in the NPDES Permft for the treatment facility or exceed the capacb of the sewers
downstream of any new sewer extension or service connections . A permit modification and fee is
required to apply this flow reduction to any existing permits where flows have been allocated.

We need to include the original length of sewer line, 2,625 If of 8-inch gravity, in this application. We need to do this
because the original permit will be voided once we issue this modified permit.
Do we have your permission to add this 2,625 If to the application?
We will include language in the permit mod that an engineering certification is not required to be submitted with this
permit because the sewer line was certified in 2015.
This one is a little strange, thanks for working with us.

We need to include the original length of sewer line, 2,625 If of 8-inch gravity, in this application. We need to do this
because the original permit will be voided once we issue this modified permit.
Do we have your permission to add this 2,625 If to the application?
We will include language in the permit mod that an engineering certification is not required to be submitted with this
permit because the sewer line was certified in 2015.
This one is a little strange, thanks for working with us.

One copy of the project record drawings (plan & profile views of sewer lines) of the wastewater collection
system extension
supporting design calculations (selected pumps, system curve, operating point, available storage if
portable generator(s) or storage greater than longest past three year outage reliability option selected)
for any pump stations permitted as part of this project
Changes to the project should be clearly identified on the record drawings or in written summary form.
Permit modifications are required for any changes resulting in non-compliance with this permit.
