Re: Compliance Inspection Report
Castle Bay Deemed Collection System
Collection System Permit No.WQCSD0534
Pender County
Dear Ms. Sanchez-King:
Aqua North Carolina has received and reviewed your letter of November 21, 2019, and your email of
December 6, 2019 regarding-the Castle Bay Collection System. We appreciate your allowing us until
January 3, 2020 to provide a response. As discussed during-our October 1, 2019 meeting, Aqua North
Carolina does not own and has no-legal access to the grinder pumps stations. The option that Aqua North
Carolina can offer, assuming NCUC would concur,is to shut off the water supply at the written request of
NCDEQ/DWR for a customer whose unit is endangering environmental or public health. We are still
willing to pursue that option with you. It is my understanding that similar agreements exist between
NCDEQ/DWR and other utilities.
As this issue may impact other collection systems in other parts of the state outside of the Wilmington
Region,we respectfully request a meeting with DWR management to discuss options for this system and
other similar systems statewide. We have retained counsel regarding this matter. As we would insist that
counsel attend the meeting, you will likely want to have DEQ counsel attend on your behalf
If you have any questions or comments, please do not hesitate to contact me at(919)653-6964.
