Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The project site is low lying and swampy with open water and snags on the upstream side. Downstream is forested with bottomland hardwoods and shrubs. The general land use in the area is primarily agriculture and silviculture. 4b. Explain the purpose of the proposed project:* The existing culvert was destroyed in Hurricane Florence and a temporary replacement was installed to maintain traffic. The emergency repair needs to be replaced with a permanent structure large enough to handle high flows in storm events. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Existing Culvert 82-2042, 95in. x 67in. Corrugated Metal Pipe Arch, appx 40' in length on SR-1321 was blown out during Hurricane Florence. Emergency 84in. CMP appx 48' in length and Roadway fill was installed to establish temporary service. Emergency 84in. CMP is undersized and will not support high conveyance during major flood events. The proposed culvert is a 2@10'x6' RCBC with bevels, 51.5ft. in length, buried 1ft. with sills and filled with native material. Upstream invert 224.75ft. and downstream invert 224.75ft, slope 0.0%. Roadway drainage runs off on either side of the proposed roadway and disperses into wetlands and/or natural ground. Construction of the new culvert will take place while an off -site detour maintains traffic. Bank stabilization rip -rap will be installed as necessary to prevent streambank degradation. 4j. Excavated material shall be Strategically stockpiled and protected. This material will be used To backfill the excavated areas to the original density.
