The land surrounding the project area is low-lying and surrounded by bottomland swamp. Uplands in the vicinity are primarily commercial pine plantations of varying age.

4h. Explain the purpose of the proposed project:*
The previous culvert was damaged in Hurricane Florence and repaired with a temporary structure. The temporary structure is cannot adequately convey storm flows and therefore
needs to be replaced with an appropriately sized permanent structure.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
Ebsting Culvert 82-2030, 84in. CMP appx 60' in length on SR-1324 was blown out during Hurricane Florence. Emergency 84in. CMP of appx 48 ft. in length and Roadway fill was
installed to establish temporary service. Emergency 84in. CMP is undersized and will not support high conveyance during major flood events. The proposed culvert is a 2@10'xT RCBC
with bevels, 51 ft. in length, buried 1ft. with sills and filled with native material. Upstream invert 234.52ft. and downstream invert 234.52ft, slope 0.0%. Roadway drainage runs off on
either side of the proposed roadway and disperses into wetlands and/or natural ground. Construction of the new culvert will take place while an off -site detour maintains traffic. Bank
Stabilization rip -rap will be installed as necessary to prevent streambank degradation.
Clearing on this project shall be performed to limits established by Method III.

The temporary diversions in the wetland areas will be restored to preconstruction slope and contours. Excavated material shall be strategically
