The assessment activities support the corrective action plan (CAP) at the Site. The first area, the "low pH area," is located in the vicinity of the northern portion of the retired ash basin (RAB) extending toward the main coal pile, one of two coal piles at the Site. The low pH area consists of the general area where solid and groundwater pH values are less than 4.2 Standard Units (S.U.), although some values in this area are greater than 4.2 S.U. The second area, the "coal pile area," includes both the main coal pile, the live coal pile and areas downgradient of the coal piles (Figure 2). Results of this assessment are not evaluated in this technical memorandum, but are evaluated in the CAP Update report (SynTerra, 2019a). Previous groundwater assessment activities indicate that flow is from west-southwest, passing through the RAB and low pH area, to east-northeast towards the coal piles and Catawba River. Assessment results also indicate that these areas are separate sources of constituents of interest (COIs) in groundwater. Most COIs detected in the low pH area, such as cadmium and thallium with generally greater partitioning coefficients (Ka values), are not mobile in groundwater where more neutral groundwater pH conditions (approximately 5 to 8 S.U.) are present, as predicted by geochemical modeling presented in the CAP Update. Assessment results confirm COIs with greater Ka values are not detected farther downgradient of the low pH area, including areas downgradient of the coal piles. However, some COIs in groundwater with lower Ka values, such as sulfate, are detected in groundwater downgradient of both the low pH and coal pile areas. Page 1 Technical Memorandum — Low pH Area and Coal Pile Area Assessment December 15, 2019 Duke Energy Carolinas, LLC - Allen Steam Station SynTerra BACKGROUND In an April 5, 2019 letter from the North Carolina Department of Environmental Quality (NCDEQ) to Duke Energy, NCDEQ listed and requested assessment of additional potential sources of constituents to groundwater at Allen. The letter states that all sources hydrologically connected to the ash basins (including the ash basins) are to be assessed and included in an updated CAP. The coal pile area was included as an additional source hydrologically connected to the ash basins. Although not specifically requested by NCDEQ, further evaluation of the low pH area was conducted voluntarily to better understand the potential source area. ASSESSMENT OBJECTIVES The investigation of the low pH area and coal pile area: • Further characterizes and delineates COI concentrations in CCR, soil, ash pore water, and groundwater within the northern portion of the RAB. The characterization and delineation supports evaluation of potential source material, such as mill rejects, that are causing low pH conditions in this area. • Further characterizes and delineates COI concentrations in soil and groundwater downgradient of the coal pile. • Refines the understanding of groundwater flow direction in both the low pH area and coal pile area. ASSESSMENT ACTIVITIES Twenty-three monitoring wells were installed to assess the low pH and coal pile areas. The monitoring wells were installed within CCR ash pore water and groundwater within the shallow, deep, and bedrock flow zones. The monitoring wells were installed using procedures and well construction materials similar to those used at wells installed as part of other CAMA assessment activities. Those wells were installed in general accordance with the NCDEQ-approved Proposed Groundwater Assessment Work Plan (Rev. 1) (HDR, 2014). During borehole installations, cores were described to characterize lithology. The monitoring wells were constructed in accordance with NCAC Title 15A, Subchapter 2C, Section .0100 Well Construction Standards. Each well consisted of 2-inch diameter schedule 40 polyvinyl chloride flush - joint threaded casings and prepacked well screens. For wells installed within the RAB, eight -inch permanent casings were installed to approximately three feet beyond the ash -soil interface. These casings were allowed to cure completely prior to further borehole advancement at each location within the RAB. Page 2 Technical Memorandum — Low pH Area and Coal Pile Area Assessment December 15, 2019 Duke Energy Carolinas, LLC - Allen Steam Station SynTerra After installation, monitoring wells were developed to remove drilling fluids and solids that might have been introduced into the surrounding formation and sand pack during well installation. Well development established interaction of the well with surrounding ash pore water or groundwater. The location and elevation of each newly installed well was determined by survey (Table 1). Each newly installed well was slug tested via rising -head permeability methods to evaluate hydraulic properties of the groundwater flow system at each location. Groundwater samples were collected using low -flow sampling techniques and following procedures outlined in the Low Flow Sampling Plan, Duke Energy Facilities, Ash Basin Groundwater Assessment Program, North Carolina, June 10, 2015 (Duke Energy, 2015). Groundwater samples were analyzed for constituents and parameters in Table 1 of the Interim Monitoring Plan (IMP), with the exceptions of mercury, total radium, and total uranium, which among other constituents, are not considered COIs at the Site. The IMP was approved in an April 4, 2019, letter from NCDEQ to Duke Energy. The newly installed wells have been added to the IMP Update provided to NCDEQ on November 27, 2019, and currently awaiting NCDEQ approval. However, in order to have an initial sampling event and analytical data set available for evaluation in the CAP, samples were collected shortly after installation, on a separate schedule from the IMP. The initial sampling event was performed from October 16 through 25, 2019. Subsequent sampling events are planned to be included with the scheduled IMP sampling events. LOW PH AREA ASSESSMENT Assessment of the low pH area included installation of investigative borings for pH screening of solids (ash and soil) and installation of monitoring wells for groundwater sampling and water level monitoring. The characterization and delineation supported evaluation of potential source material, such as mill rejects, that were thought to be causing low pH conditions in this area. Information obtained from this investigation will supplement existing data and be evaluated for corrective action planning. Investigative Borings and Solids Sampling Nine (9) investigative borings (SB-10 through SB-18) were advanced using Sonic drilling technology to install the borings in the low pH area (Figure 2). Those borings were installed at locations to form a grid -like pattern, as much as possible, in the wooded tract within the north portion of the RAB (Figure 2). Borings were terminated once the interface between ash and soil was observed. Solid samples (ash and soil) were collected from the borings at 3 to 5-foot intervals (depending on field observations) to assess the pH of the solids in the field by making a pH paste aliquot and measuring pH Page 3 Technical Memorandum — Low pH Area and Coal Pile Area Assessment December 15, 2019 Duke Energy Carolinas, LLC - Allen Steam Station SynTerra with a calibrated pH probe. The pH paste aliquot was made by mixing deionized water with solids at selected intervals from each boring individually (Table 3). Additional solid samples were collected from up to three separate intervals based on field screening results and submitted for laboratory analysis for further characterization of the potential source area. Those solid samples were submitted to a certified laboratory and analyzed for the following parameters: • pH — to assess the acidity or alkalinity of the material (soil and/or ash) and verify field measurements recorded with the pH probe • Acid/base accounting — to determine the acid -producing and acid -neutralizing potential of the material • Acid volatile sulfide — to assess constituent concentrations liberated during acidification of the material • Inorganic and mineralogical analysis — to assess the chemical composition and mineralogy of the material • Synthetic precipitation leaching procedure (SPLP) — to assess the leaching potential of the material • Hydrous iron oxide/hydrous aluminum oxide (HFO/HAO) — to assess the available area for constituent sorption to the material In addition to the samples collected from the investigation borings, solid samples were collected at monitoring well locations as part of well installation activities (Figure 2). Unsaturated solid samples were collected at approximately 5-foot intervals until the water table was encountered. The water table was observed to occur at depths ranging from approximately 10 feet to 30 feet below ground surface (Table 1). To supplement data used for the geochemical model, additional soil samples were collected for HFO/HAO analysis at depths that coincided with the depths in which well screen intervals were installed. Solid samples from the proposed well locations were submitted for laboratory analysis and analyzed for inorganic constituents (Table 2). Evaluation and comparison of analytical results to the Preliminary Soil Remediation Goal (PSRG) and Protection of Groundwater (POG) standards are included in the CAP Update. SPLP analysis was performed on a single unsaturated solid sample from each boring to enable analysis of potential leaching of inorganic constituents from solids (Table 2). Each well cluster consisted of either two or three monitoring wells. Locations with three monitoring wells included wells installed within CCR ash pore water (wells identified with the suffix of "Al?"), the shallow flow zone (wells identified with the suffix of "SS"), the deep flow zone (wells identified with the suffix of "D"). Locations with two monitoring wells include wells installed within shallow flow zone and the deep flow zone. The locations of the wells were determined based on the investigative borings pH screening results and where ash pore water was present at sufficient volumes for sampling. During installation of soil boring SB-17, the core retrieved was noted as wet at approximately 15 feet below ground surface. An ash pore water well (AB-44AP) was installed and developed; however, during sampling there was insufficient water to be sampled. Two well clusters (GWA-27 and GWA-30) were installed outside of the RAB and downgradient of the low pH area to supplement existing well clusters in the area. Wells within those clusters were installed within groundwater of the shallow flow zone (wells identified with suffix of "S") and deep flow zones (wells identified with suffix of "D"). Well construction details are summarized on Table 1. Boring logs are presented in Attachment A. COAL PILE AREA ASSESSMENT Assessment of the coal pile area included installation of monitoring wells and soil sampling at the proposed well locations. Water levels and groundwater samples were collected from the newly installed wells. The purpose of these assessment activities was to further delineate COIs in the coal pile area to support corrective action planning. Soil Assessment Soil samples were collected at monitoring well locations as part of well installation activities (Figure 2) at approximately 5-foot intervals until the water table was encountered. Each of the proposed well clusters would consist of wells with screened intervals within groundwater of the shallow flow zone (wells identified with suffix of "S"), deep flow zones (wells identified with suffix of "D") and bedrock flow zone (wells identified with a suffix of "BR"). A single bedrock well was attempted to be installed at the CP-02 well cluster to further delineate COIs concentrations detected in the deep flow zone (Figure 2). During drilling, several abbreviated slug tests and pumping tests were conducted on isolated zones using single and double packers where cores identified potential water - bearing fractures at well cluster CP-02. However, bedrock fractures were not encountered within 275 feet of ground surface that would yield sufficient water for groundwater monitoring. Well construction details are summarized on Table 1.
