Swan Chief Operator, Eastside Wastewater Treatment Plant PO Box 230 HIGH POINT, NC 27261 NORTH CAROLINNS INTERNATIONAL CIT I,TSI December 26, 2019 Ron Boone, Environmental Program Consultant Division of Water Resources 450 Hanes Mill Road Suite 350 Winston-Salem NC 27105 Dear Mr. Boone, This letter is to inform you that the Eastside Wastewater Treatment Plant for the City of High Point was out of compliance on the monthly total phosphorus average. Eastside's allowable total phosphorus average is 0.5 mg/I but the total phosphorus average for November 2019 was 0.64 mg/I. I believe that the phosphorus excursion is due to a couple of factors. The first is that the Eastside plant was having some issues with air management in the BNR system due to diffuser issues and mechanical problems with mixers and air valves. These issues are in the process of being addressed. Addressing the air management issues required us to take one BNR train out of service which reduces the BNR volume. The second issue is that due to mechanical difficulties we were down to one DAF unit. This required us to reduce wasting and meant that the solids inventory in the BNR system was too high. We have since rebuilt one of the two out of service DAF units and have increased our wasting sludge load. This should allow us to reduce our solids inventory and improve our air management in the BNR system and thereby improve nutrient treatment. If you have any questions, please feel free to contact me.
