9. PROJECT DESCRIPTION
Ryan Baysden, on behalf of Richard Obey, has requested that the attached application be
processed under the Express Permit Review Pilot Program.
The project site is located at 337 Bay Run Road, adjacent to the Atlantic Intracoastal Waterway
(AIWW) and Bogue Sound Sound, in Newport, Carteret County. To get to the site, take NC Hwy
24 from Morehead City towards Jacksonville. Turn left on Bay Run Road (Bluewater Banks
subdivision) and travel approximately 0.4 miles. The Obey residence is located on the left hand
side of the road. The lot is approximately 0.5 acre with 100 ft. of shoreline frontage. The lot
averages 4-6 feet above mean sea level. The applicant maintains a single-family residence on the
property. Vegetation consists of lawn grasses and landscape shrubs.
The shoreline of the property is bordered to the south by a wooden bulkhead. A section of coastal
marsh averaging approximately 8' in width and consisting primarily of Salt Meadow Grass
(Spartina patens) and Smooth Cordgrass (Spartina alterniora), is located on the waterward side
of the bulkhead. High ground vegetation adjacent to the coastal wetlands, consists of Wax Myrtle
(Myrica cerifera), Marsh-elder (Iva frutescens), and Grounsel-bush (Baccharus halimifolia).
According to the applicant, the width of the AIWW in the area of the project site is approximately
2 miles, as measured from the outer edge of marsh bordering the shoreline. There is an area of
Submerged Aquatic Vegetation (SAV's) in the location of the proposed pier and docking facility.
The Carteret Land Use Plan classifies the waters of Bogue Sound, in the vicinity of the project
area, as Conservation, and the adjacent highground areas as Limited Transitional. The waters in
the project area are classified as SA-ORW by the N.C. Division of Water Quality. They are NOT
designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they
are OPEN to the harvest of shellfish.
PROPOSED PROJECT
The applicant proposes to construct a private pier, "t-head" platform, swim platform, boat lift and
jet ski lift. The construction would consists of a 5' wide by 400' private pier, a 12'x 16' platform or
"T-Head", a 4' x 8' landing or swim platform, a 12' x 12' boatlift and a small pile mounted jet ski
lift. The proposed pier would extend in a southerly direction towards Bogue Sound, or
perpendicular to the shoreline, and terminate at the 12' x 16' "t-head". The proposed boatlift
would be located on the western side of the "t-head", and th e swim platform, or landing, would be
located on the southern side of the "t-head" platform. The proposed jet ski lift would be mounted
on a single piling located on the southeast side of the "t-head". The docking facility would provide
dockage/storage space for up to two (2) vessels. The proposed docking system would be located
approximately thirty (30) to thirty-five (35) feet from both the northern and southern riparian
corridors.
10. ANTICIPATED IIVIPACTS
The proposed pier, "t-head" platform, swim platform, boatlift and jet ski lift would incorporate
approximately 2,224 square feet of estuarine waters and public trust waters. Minor increases in
turbidity can be expected during construction, however no long term adverse impacts are
anticipated.

and cross-sectional drawings) drawn to scale in black
ink on an 8 112' by I1" white paper. (Refer to
Coastal Resources Commission Rule 71.0203 for a
detailed description.)

only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the
